Pursuant to the Constitution of Kenya 2010 under article 176 and the County Government Act No. 17 of 2012 section 45, the Lamu County Public Service Board wishes to recruit competent and qualified persons to fill the following positions:
 
Head of County Human Resource Management

Terms of Service: Permanent
 
The Officer will be responsible to the Chief Officer for administration and governance.
 
Specific duties will include:
  • Establishing and operationalizing the human resource management functions;
  • Carrying out staff audits; identifying gaps and purposing optional staffing level in the county
  • Preparing the Budget for the HRM function;
  • Ensuring correct interpretation of human resource polices, rules, regulations, labour laws and other relevant statutes;
  • Establishing performance management systems;
  • Ensuring compliances with public service value and principle in counties
  • Establishing records, management systems; and organizing for transfer of all human resource record from both national and local authorities,
  • Preparation of Human resource transition reports; and
  • Performing any other duties as assigned.
Requirements for Appointment
  • Have a bachelorize degree in social sciences.
  • Must have postgraduate Diploma in Human resource Management
  • Membership of relevant professional body will be added advantage.
  • Relevant working experience of not less than (3) years in job group N
Salary Scale: KShs. 77,527 - 103,894
 
House Allowance: 20,000

Information Communication Technology (ICT) Manager

Main tasks and responsibilities
  • Maintenance of the financial information system
  • Advice county on ICT matter
  • Maintenance of the ICT network
  • Development and maintenance of the county website
  • Management of the county network system
Required qualification:
  • Bachelor Degree in Computer Science or in any related field;
  • At least one professional certification in the following: Microsoft certified Professional, Cisco (CCNA);
  • Minimum of three (3) years relevant experience and must have a track record of working in a networking environment;
  • Excellent interpersonal, communication, analytical, problem solving and presentation skills with ability to interact effectively with all levels of management and staff;
  • Excellent working knowledge of internet security, internet, technologies including TCP/IP suite of protocols, internet security, internet security, internet routing and voice over internet Protocol;
  • Good working knowledge of Microsoft Windows operating Systems configuration and administration and office automation application;
Salary Scale: KShs. 31,020 - 41,590

County Principal Physical Planner

Duties and Responsibilities
 
Duties and responsibilities at this level will entail
  • Initiating, preparing and monitoring the implementation of County and Local physical development plans.
  • Preparing Action plans for specific projects such as residential housing schemes, shopping centres, industrial estates and recreational facilities.
  • Providing advice to government and private agencies on development proposals and plans.
  • Implementing and providing feedback on physical planning guidelines and standards.
  • Undertaking thematic regional studies on matters relating to physical planning
  • Managing physical planning data
  • Providing advice on development control
  • Carrying out public education on physical planning matters
  • Preparing annual state of physical planning reports on county and local physical development plans.
Requirements for Appointment
 
For appointment to this grade, an officer must:
  • Have served in the grade of chief physical planner for a minimum period of three (3) years;
  • Have a Bachelors in any of the following disciplines:- Urban and Regional planning, Urban planning or Town planning from a recognized university;
  • Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter);
  • Be registered by the physical planners Registration Board;
  • Have a certificate in Senior Management Course lasting not less than four(4) weeks from a recognized institution;
  • Have a certificate in computer application skills from a recognized institution; and
  • Have demonstrated merit and shown ability as reflected ¡n work performance and results
Salary Scale: KShs. 48,190 - 65,290
 
House Allowance 17,000
 
Commuter Allowance 8,000
