Danish Refugee Council
(DRC) is working with a consortium of partners led by Adeso in support
of a USAID–funded Resilience and Economic Growth in the Arid Lands –
Improving Resilience (REGAL-IR) program in 5 Northern Counties of Kenya
(Isiolo, Garissa, Wajir, Marsabit and Turkana).
DRC is implementing the
conflict management component of REGAL-IR whose goal is to improve the
capacity of pastoralist communities and local government to manage
potential conflicts especially those arising over natural resources.
As well as mainstream a conflict sensitive approach across the entire REGAL-IR program.
We are inviting applications for the following positions under REGAL-IR:
Technical Advisor – Conflict Management
(Roving position, based in Isiolo)
Based in Isiolo with at
least 70% travel within the project area, the Technical Advisor -
Conflict Management will provide technical guidance on the project by
ensuring that conflict management strategies utilized in the project are
the most appropriate to achieve the intended objective.
The Technical Advisor
will represent DRC in the REGAL-IR Technical Group; liaise with other
consortium partners to ensure joint targeting of activities; lead in
implementation of community based peace dividend project; supervise
Project Officers based in all the 5 counties and support implementation
of the project’s advocacy activities.
Qualifications, Experience & Skills Required:
- Advanced degree in peace-building/conflict management or related discipline.
- 4 years’ experience providing technical leadership for a conflict management programme in Kenya or in Eastern Africa.
- Proven expertise in
peace-building and conflict management programming including peace
dividend programming and conflict sensitivity mainstreaming.
- Experience working with pastoralist conflicts in Northern Kenya.
- Proven analytical, writing and advocacy skills; ability to present analysis in narrative and graphic forms
- Excellent communication skills; ability to explain technical concepts in non-technical terms
- Ability to transfer skills/knowledge and to teach and learn from others
- Experience working with USAID-funded conflict management programmes prefered
2 x Project Officers
(1 based in Isiolo, 1 in Garissa)
The Project Officers will
be based in Isiolo and Garissa respectively at least 70% of their time
will be spent traveling within the county and/or adjoining counties.
The PO’s responsibilities
will include representation of DRC at the county level, oversee
sub-grantee activities at the field level, lead in advocacy at the
county level, support county administrators in strengthening peace
governance structures, community mobilization, lead conflict sensitivity
mainstreaming & reporting among Consortium partners at the county
level.
Qualifications, Experience & Skills Required:
- Bachelor’s degree in Social Sciences
- 3 years’ experience in a programme management position preferably in peace-buildingprograms
- Excellent communication, liaison and representation skills; ability to explain technical concepts in non-technical terms
- Understanding of
peace-building and conflict management programming and conflict
sensitivity mainstreaming in particular, the theory and at the practice
level.
- Sub-grant management skills
- Good report writing skills
- Good understanding of conflict in Northern Kenya
- Ability to transfer skills/knowledge and to teach and learn from others
- Ability to communicate in the local languages of the counties is highly desired
Administrative & Finance Assistant
(Based in Isiolo)
Based in Isiolo with at
least 20% travel in the program area, the Admin & Finance Assistant
is responsible for managing/co-coordinating the day-to-day
administrative work flow of the Isiolo Field Office, providing
bookkeeping support to the Finance Officer and supporting program
logistics.
Qualifications, Experience & Skills Required:
- Specialized training in Accounting and Finance OR University Degree in Business or Public Administration.
- Minimum 2 years of relevant program and/or administrative experience is required
- Knowledge of budget control and financial management will be an added advantage
- Experience in the use
of computers and office software packages (MS Word, Excel, etc) and
knowledge of spreadsheet and database packages
- Ability to perform a
variety of standard tasks related to programs management, including
screening and collecting of program/ projects documentation, projects
data entering, preparation of revisions, filing, provision of
information
- Previous experience working for USAID highly desired
- Ability to communicate in the local languages of the county preferred
