Request for Expression of Interest for Conducting Formative Research and Design of Behavior Change Communication and Hygiene Promotion Strategy for the Kenya Arid Lands Disaster Risk Reduction Water, Hygiene and Sanitation Program

1.0 Background to the program and consultancy
Catholic Relief Services (CRS) Kenya Program, through the Millennium Water Alliance (MWA), has obtained funding from the United States Agency for International Development (USAID) to implement a 2-year project in in the Northern Arid Districts of Kenya under the Kenya Arid Lands Disaster Risk Reduction Water, Hygiene and Sanitation (WASH) Program.
 

2.0 Purpose
The Consultant will conduct the initial formative research, which constitute the first part of the consultant’s tasks, and at a subsequent stage, use the outcomes and information from this research to develop a comprehensive Behavior Change Communication (BCC) and hygiene promotion strategy for the project in the context of the program area and which task will form the second part of this assignment.

3.0 Objectives
 

The objectives of both the formative research and BCC and Hygiene Promotion Strategy include the following:
a. To identify and prioritize the high-risk hygiene practices in the project area.
b. To identify the most promising drivers for change in hygiene behavior among the local community.
c. To document the current channels and agents of communication for behavior change in hygiene and sanitation practices
d. Based on the findings from the formative research, develop an innovative Behavior Change Communication and Promotion Strategy that is relevant to the project area.
 

e. Develop functional Information, Education and Communication (IEC) materials for hygiene promotion
 

4.0 Deliverables
 

a) Preliminary Formative Research Report on analysis and interpretation from field work
b) Draft Report on behavior change communication and hygiene promotion strategy
c) Final Report on behavior change communication and hygiene promotion strategy
d) Set of diverse IEC materials for Hygiene Promotion
 

5.0 Qualifications
Post graduate qualifications in Public Health, Environmental Health, Communication, development studies or any other related discipline
Demonstrable knowledge and experience in use of participatory development methodologies such as Participatory Learning and Action (PLA) and Participatory Assessments, among others
Excellent analytical skills
Good documentation and report writing skills
