HANDICAP INTERNATIONAL MONITORING AND EVALUATION OFFICER JOB IN KENYA

Position : Monitoring and Evaluation Officer 
Responsible to:- Field Coordinator
Location: Kitale

THE POSITION
The main responsibility of Monitoring & Evaluation Officer is to contribute to the development and reviewing of monitoring and evaluation system for Kitale based projects. He/she is expected to provide supportive supervision and technical assistance to project teams and partners in strategic planning and development; ensure production of timely and quality project progress reports; support in designing and implementation of baseline surveys and assessments, mid-term and end of project evaluation; quality assurance; and identify gaps and make recommendations for improvement.
The M&E Officer has functional links to HI’s Quality and Monitoring Development Coordinator.


He/she is responsible for :-
1. Establishment and strengthening of Monitoring &Evaluation System
• Support the process of planning, facilitating, reviewing and developing the Programme
Strategy at Kitale level using HI Tools
• Establish and support implementation of monitoring and evaluation system using
approved tools for identifying and tracking the indicators and targets to measure progress
and make recommendations for improvement.
• Coordinate and follow the smooth running of project monitoring, evaluation and
reporting activities.
• Define Monitoring and Evaluation plan for the site and ensure adherence by project
teams through regular visits to field.
• Develop Monitoring and reporting tools and update indicators tracking monitoring tools
in collaboration with Project Managers/ officers.
• Organize project staff trainings in the areas of: data collection, effective use of data
collection tools, data analysis and proper use of data for decision making.
• Keep track of regular and timely submission of reports following the internal and donor
deadlines.

2. Knowledge Management and Capitalization
• Take lead in data collection, entry, cleaning and validation to ensure quality and
consistency; compile and disseminate reports in appropriate formats as needed for project
planning and progress reviews and/or as per donor and HI requirements.
• Assist in organizing exchanges visits, trainings and Seminars for knowledge sharing.
Contribute to a wide organizational learning process by preparing forums for
disseminating data, lessons learned, best practices, qualitative evidence provided by
activities implemented in the field.
• Develop an appropriate documentation and dissemination system related to the various
activities of the project.

Qualifications and skills required:-
Education
• University degree in public health, biostatistics,epidemiology, social sciences or related discipline
• Training in Designing, Monitoring and Evaluation of public health programmes an asset
• Relevant training in knowledge management would be an asset

Experience
 • Sound experience in coordination of data collection and analysis
• Experience in public health project evaluation(Knowledge, Attitudes and Practices surveys, Quality
services, Client satisfactory surveys, project evaluations,) is an asset
• Experience and good understanding of Ministry of Health’s Management Information Systems

• Strong analytical skills
• Report writing and editing skills
• Good written and oral communication skills
• Ability to transfer knowledge through formal or non formal trainings
• Computer literate in MS Office applications and data treatment applications
