Judiciary Jobs - Directorate of Human Resource and Administration

The Constitution of Kenya 2010 inter alia mandates the Judiciary to dispense Justice without undue delay.

In order for the Judiciary to be responsive to this constitutional requirement, it is imperative that the Judiciary strengthens its administrative and governance functions to position itself as a strong, effective and efficient institution in the administration of justice in the country.


The Judiciary now seeks to recruit high calibre employees in the Directorate of Human Resource & Administration, Public Affairs & Communication and Performance Management. 


We seek staff with appropriate competencies and experience to fill the following positions in the Judiciary:


Directorate of Performance Management

Deputy Director, Performance Management
 
Scale PLS 16, No. Of Posts 1 (One)

Overall purpose of the job

Reporting to the Director, Performance Management, the incumbent will deputize the Director in coordination, negotiations and moderation of performance targets and track the results of various programmes carried out by different Directorates, Registrars and Courts in the Judiciary.

Person specification
The successful candidate will possess:
  • A Masters degree in Social Sciences, Economics, Statistics, Public Policy or equivalent. Specialized training/certification in monitoring and evaluation will be an added advantage.
  • At least 10 years experience in Performance Management coordination, negotiations/vetting and evaluation in performance contracting process or in project! programme management. At Ieastfive years experience in monitoring and evaluation of projects! programmes will be an added advantage;
  • Demonstrable experience in capacity building in Performance Management.
Assistant Director 

 Scale PLS 14, No. of Posts 8 (Eight)

Overall purpose of the job

Reporting to the Director, Performance Management (to the Resident Judge if posted to the regions), the incumbent will coordinate negotiations and vetting of performance targets and tracking the results of the various programmes carried out by the different Directorates, Registrars and Courts in the Judiciary.

Person Specification

The successful candidate will possess:
  • A Masters degree in Social Sciences, Statistics, Public Policy, or equivalent.
  • Specialized training/certification in monitoring and evaluation will be an added advantage.
  • At least nine years experience in negotiations/vetting and evaluation in the Performance Contracting process. 
  • At least five years of progressively responsible experience in monitoring and evaluation of projects/programmes will be an added advantage.
Program Officer 1

Scale PLS 10, No. Of Posts 4 (Four)

Overall purpose of the job
 
Reporting to the Deputy Director, Performance Management, the incumbent will collect and collate and analyze data on performance contracting from the regions.

Person Specification
The successful candidate will possess:
  • A Bachelors degree in Social Sciences, Project Management, Public Policy or a related field. Specialized training/certification in monitoring and evaluation will be an added advantage;
  • At least three years experience in negotiations/vetting and evaluation in Performance Contracting and related processes;
  • At least three years of progressively responsible experience in monitoring and evaluation of projects/programmes.
In addition, applicants for positions under Performance Management will have:
  • Demonstrable experience in designing or implementing organization- wide systems for Monitoring and Evaluation and institutional adaptive management learning;
  • Demonstrable experience in capacity building in Performance Management;
  • Demonstrable competence in macro and micro economic sectoral analysis strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies;
  • Demonstrable leadership skills in a collaborative environment;
  • Demonstrable results-based Performance Management skills; planning and organizing skills;
  • Demonstrable ability to establish and maintain sustainable productive partnerships with clients and stakeholders;
  • Excellent presentation, oral and written communication skills;
  • Be computer literate and familiar with standard office computer applications.
Directorate of Public Affairs and Communication

Deputy Director Public Affairs and Communication

Scale PIS 16 No. Of Posts 1 (One)

Overall purpose of the job

Reporting to the Director, Public Affairs and Communication, the Deputy Director will be responsible for strategic and operational matters relating to Public Affairs and Communication in the Judiciary.

Person specification
The successful candidate will possess:
  1. A Masters Degree in any of the following disciplines: Mass Communication, Communication Studies, Public Relations, Journalism or equivalent;
  2. Minimum of 10 years experience, five of which must be at senior management level in a busy Public Affairs and Communication environment;
  3. Expertise in media production concepts.
Assistant Director, Public Affairs And Communication,

Scale PIS 14 No. Of Posts 2 (Two)

Overall purpose of the job

Reporting to the Deputy Director, Assistant Directors will be responsible for operational matters relating to Public Affairs and Communication in the Judiciary.

Person specification
The successful candidate will possess:
  1. A Masters degree in any of the following disciplines: Mass Communication, Communication Studies, Public Relations, Journalism or equivalent.
  2. A minimum of five years experience,two of which must be at senior management level in a busy Public Affairs and Communication environment.
Communication Officer II,

Scale PLS 9, No. Of Posts 3 (Three)
Overall purpose of the job
 
Reporting to the line Assistant Director, the Communication Officer will be responsible for operational activities relating to Public Affairs and Communication in the Judiciary.

Person specification
The successful candidate will possess:
  1. A Bachelor’s degree in any of the following disciplines: Mass Communication, Communication Studies, Public Relations, Journalism or equivalent
  2. Minimum of three years experience in a relevant feld;
Graphic Designer

Scale PLS 8, No. Of Posts 1 (One)

Overall purpose of the job

Reporting to the Deputy Director, the Graphic Designer will be responsible for graphic design and branding concepts and execution in the Judiciary.

Person specification
The successful candidate will possess:
  1. Diploma in Graphic Design or higher;
  2. Proven experience with common design applications;
  3. Three years relevant working experience as a designer;
  4. Legal Sector background will be an added advantage.
In addition, applicants for the positions ¡n Public Affairs and Communication must have:
  1. Demonstrable skills, knowledge and experience in Public Affairs and Communication;
  2. Proven record of results in development or implementation of communication programmes;
  3. Demonstrable experience in media, event management or publications;
  4. Networking skills;
  5. Computer literacy and familiarity with standard office computer applications.
