Goldstar Finance and Administration Officer Vacancy

Through the APHIAplus Nuru ya Bonde and APHIA plus Health, Communications and Marketing projects, Goldstar Kenya is building the capacity of private practitioners to provide comprehensive and integrated HIV and TB prevention, care and treatment services that are in line with Government of Kenya health strategies and national standards. 
We seek qualified candidates for the following positions.
Finance and Administration Manager

Location: Nairobi

Basic Function:

The Finance and Administration Manager will be responsible for the everyday finance and administrative management of Gold Star (GS) Kenya, which includes overseeing and providing supervision support to the finance and administration staff, developing and monitoring project budgets and pipelines, supervising and leading procurement, purchasing, human resources (HR), and contracts and grants (C&G), ensuring adherence to funder rules and regulations, taking the leadership role in the development of sub-agreements including budgets as well as monitoring of sub-recipient financial reports, and supervising the capacity building of implementing partners.

Key Responsibilities:
  • Supervises and builds the capacity of the GS Kenya finance and administration staff.
  • Oversees finance, procurement/purchasing, C&G, and HR to ensure compliance with USAID and other funder rules, regulations and requirements.
  • Develops project budgets and monitor expenditures and pipelines.
  • Prepares financial reports for funders as required.
  • Ensures compliance with USAID and other funder rules and regulations.
  • Develops and reviews budgets for partner sub-agreements.
  • Reviews recipient monthly financial reports.
  • Supervises the capacity building of implementing partner accountants.
  • Reviews and monitors financial records of implementing partners.
  • Facilitates external and/or funding agency auditors on their auditing assignments or special assignments.
  • Provides leadership and direction in ensuring efficient and effective utilization of administrative office resources and ensures employees work in an environment conducive to their professional satisfaction and development.
  • Provides leadership in ensuring the application of procurement procedures and that they are continuously reviewed to ensure efficient and effective support and are compliant with the funder requirements.
  • Provides direction, oversight and interpretation of policies and procedures that guide the day-to-day operations for GS Kenya.
  • Reviews and recommends updates to operations policy manuals as required.
  • Provides technical direction and oversight on compliance issues relating to HR, procurement and administrative procedures.
  • Performs other duties as assigned by supervisor.
Minimum Requirements:
  • MBA/MA/MS with 5-7 years of progressive work experience, or BA/BCom/BS with 7-9 years working experience. 
  • Must be a CPA (K). 
  • Experience in managing an administrative function, with adequate exposure to project accounting, financial management including budgeting, C&G, HR, and procurement. Strong experience in C&G is a must. 
  • Excellent oral and written communications skills and computer skills in MS Office Suite. 
  • Experience working with an international organization will be an added advantage. 
  • Experience with USAID-funded programs is a plus.
