Duties and Responsibilities
- Overseeing the affairs of the Municipality or Town.
- Exercising executive authority as may be delegated by the Municipal Board/Town Committee.
- Developing and adopting policies, plans, strategies and programmes for efficient running of the municipality/township
- Formulating and implementing integrated development plans.
- Controlling land use, land sub-division for various development purposes as may be delegated.
- Promoting and undertaking infrastructural development and services within the Municipality or Town as may be delegated by the County Government.
- Developing and managing schemes, including site development in collaboration with the relevant National and County Agencies.
- Maintaining a comprehensive database and information system for the municipality or town.
- Enforcing the fees, levies and charges as may be authorized by the County Government for delivery of services.
- Ensuring provision of services to its residents.
- Initiating new laws or making recommendations for issues to be included in the laws.
- Implementing national policies and policies of the County Executive Committees as they affect the Municipality or Town.
- Enforcing compliance with Constitutional provisions on Consumer Rights, fair administrative action, Bill of Rights and Values and Principles of Public Service.
- Preparing the Annual Appropriation Bill and submitting it to the County Treasury for consideration and transmission to the County Assembly for approval.
- Coordinating and facilitating citizen participation in the development of policies and plans and delivery of services.
- Implementing policies for fire and disaster management.
- Promoting a safe and healthy environment.
- Performing such other functions as may be delegated from time to time.
Requirements
- Be a Kenyan citizen.
- In possession a Bachelor’s Degree from a university recognized in Kenya or its equivalent.
- Possession of a Post-graduate qualification ¡n Urban Planning and Development or a related discipline from a recognized institution will be an added advantage.
- Proven experience of not less than five (5) years in administration or management either in the public or private sector.
- Satisfy the requirements of Chapter Six (6) of the Constitution of Kenya, 2010.
- Be computer literate.

2. Head of Revenue

The Head of Revenue will report to the Chief Officer, County Treasury and Economic Planning.
An officer at this level will be based at the County Headquarters and will be responsible for the coordination of activities ¡n the Revenue Section.
Duties and Responsibilities
- Day to day running of the County Revenue Collection Section.
- Implementing County policies and regulations for revenue.
- Developing and implementing plans to operationalize County revenue to enhance efficient revenue collection and growth.
- Designing effective, efficient and secure systems of collecting revenue.
- Maintaining records of all the revenue sources/centers, rates and revenues collected.
- Setting up and projecting regular revenue trends for planning and decision making ¡n the county.
- Planning, formulating strategies and identifying sources of revenue.
- Submitting regular reports to county committees on matters of revenue collection.
- Performing any other duties as may be assigned.
Requirements
- Be a Kenyan citizen.
- Be a holder of Bachelor’s degree ¡n Commerce (Accounting or Finance option), Finance, Economics or Business Administration/Management (Accounting or Finance) from a recognized institution.
- A holder of a Master’s degree in any of the following disciplines: Business Management/Administration, Finance, Economics or Commerce from a recognized institution will have an added advantage.
- Certified Public Accountant of Kenya (CPA-K) or its equivalent.
- Conversant with QuickBooks and Sage pastel accounting packages.
- Served as an Accountant ¡n the public or private sector for a minimum period of ten (10) years.
- Attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution; .
- Demonstrated a thorough understanding of national goals, policies and development objectives and ability to align them to the County’s mandate.
- Be conversant with the provisions of the Public Financial Management Act.
- Must satisfy the requirements of Chapter Six of the Constitution of Kenya.
- Be a good team player with exemplary leadership qualities, interpersonal, communication and collaborative skills. . .
- Certificate in Computer Application Skills relevant to financial management from a recognized institution.
- Two (2) referees who must be senior public servants.
