Consultancy Services for ICT Systems
 
The Industrial and Commercial Development Corporation (ICDC) is a statutory body established through an Act of Parliament in 1954 to steer economic growth through provision of various financial services.
The Corporation is interested in engaging the services of an end to end Information Communication Technology (ICT) consulting firm.
This assignment is informed by ICDC 2013-2017 strategic plan whose vision is ‘To be Africa’s world class Development Financial Institution’. 


The central theme will be to review the Corporation’s systems and processes, their suitability and adequacy to enable the Corporation meet its long-term strategic objectives.
The Corporation invites Consultants to indicate their interest in providing ICT Systems Consultancy Services.
Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
 
1. The envisaged scope of works will entail;
 
i. Reviewing and understanding the Corporation’s long-term business strategy, value-chain and business model
 
ii. Reviewing and understanding the Corporation’s internal systems, business processes and internal controls environment.
 
iii. Evaluating and assessing current state of ICT systems with a view to identifying significant gaps and opportunities for improvement
 
iv. Making recommendations as to the retention or replacement of current ICT systems
 
v. Reviewing and assessing the Corporation’s stock of internal ICT skills.
 
vi. Development of the ICT Strategic Plan.
 
vii. Development of an ICT Training Plan.
 
viii. Development of a systems implementation roadmap.
 
The Corporation invites eligible ICT consultants to indicate their interest in providing ICT Systems Consultancy Services as per the scope of works detailed above.
 
Consultants must provide information indicating that they are qualified to perform the services.
 
2. Bidders must submit the following requirements:-
 
a. Demonstration of the firm’s compliance with relevant statutory (business registration, tax compliance, etc.) and professional (current registration / letters of good standing with relevant professional body) requirements;
 
b. A brief profile of the firm details (Articles and Memorandum of Association, Certificate of Incorporation, Capability Statement, offices and establishment etc.)
 
c. A description of the relevant past experience of the firm/joint venture in carrying out at least three (3) similar in nature assignments in the last five (5) years. The bidder must be conversant with ICT requirements for financial service industry.
 
d. Reference letters from previous/current clients indicating satisfactory performance of the same or related service
 
e. Evidence of availability of appropriate skills among staff; provide CVs of key staff proposed for the assignment.
 
f. Declaration containing the applicant’s expression of interest and confirmation on the authenticity and accuracy of information so provided.
 
Completed documents together with accompanying attachments shall be in a plain sealed envelope, clearly marked as stated in the above reference and title and should be addressed to:-

And shall be deposited in the Tender Box located at the reception area on 17th Floor, Uchumi House, Aga Khan Walk,and Nairobi, so as to be received on or before 11.00 am on Monday, 3rd February, 2014. 

EOI documents will be opened immediately thereafter in the boardroom in the presence of tenderers or their representatives who wish to witness.

Requests for Proposals (RFP) will be issued to the short-listed firms in the Expression of Interest (EOI) thereafter.

The Corporation reserves the right to accept or reject any or all applications without assigning any reason.
