Job Purpose:  To develop and proactively implement a robust HR strategy so as to ensure an engaged workforce that is aligned to and delivering on the organisation’s ‘Must Win’ battles.

Principal Accountabilities
  • Develops and oversees the implementation of the HR strategy in line with the business strategy and regulatory requirements to ensure an engaged workforce that is delivering to stakeholders and to also avoid litigation
  • Responsible for manpower planning, resourcing and development within the business so as to ensure optimal allocation of skilled Human Resource to the business.
  • To provide strategic HR advice and solutions to the business, consistent with modern HR practice, labour laws and prudent labour practices in line with the organization’s overall strategy.
  • To manage employee relations and welfare programs and offer support to line managers in maintaining a cordial employee – employer relationship so as to ensure a conducive work environment.
  • To develop and partner with the business managers in implementing staff motivation, change, training and performance management programs for purposes of ensuring a skilled, productive and engaged workforce.
  • Provide leadership to the HR team, prepare and manage HR Division budgets, provide the business with guidance on staff related budgets and monitor costs against budget.
  • To prepare various reports to inform the business and for decision making.

Planning: Planning window is one year

Organising:
  • Deployment of temporary employees, transfers, and recruitment of new employees.
  • Also responsible for the deployment cost including transfer costs.
Directing & Supervising:
  • Three direct reports
  • Manage service contract for tea ladies and oversee the contracted   employees.
Monitoring & Controlling:
  • Monitor the targets of the three direct reports on a monthly basis.
  • Also monitor performance of contracted employees as per service level agreement

Internal: 
Across the business – Divisional Head, Department Head, supervisors, employees and contracted employees

External: IHRM, Pension administrators, Medical Providers, Government institutions, Insurance Companies, Ministry of labour, Trade Unions, Suppliers. Law firms, employer associations,

Expected Minimum Qualification
 
Education:
  • Bachelor’s degree in Human Resource and Business Administration
  • Post Graduate diploma in Human Resource Management
Experience:  
  • A minimum of 7 years’ experience as a HR generalist, 3 of which should be in a senior management position
Technical and General Competencies:

  • Good IT Skills & conversant in use of MS suite of products

The Ministry has received a three-year Capacity Development Project (CDP) Grant from the Swedish Government, through the Swedish International Development Agency (SIDA) to strengthen the operations of NIMES.
The support broadly focuses on enhancing governance and accountability as part of the Public Sector Reforms efforts.
The Grant also seeks to enhance application of the Monitoring and Evaluation Framework to improve implementation of the policies, programmes and projects.
To this end, the Ministry would like to recruit a competent Project Manager to oversee the smooth implementation of the CDP project.
 
Project Manager Responsibilities
The Project Manager is expected to employ a collaborative approach to ensure that the different components of the Project are implemented.
The Manager will also ensure that inputs from wider section of the stakeholders are incorporated in the Project to facilitate successful implementation of the project.
He/she will be responsible for providing critical technical inputs into project implementation and overall management and supervision of the project.
 
Specifically the Project Manager will undertake the activities outlined below:
a) Manage the day-to-day operations of the NIMES Project, including keeping financial records, and facilitating audits of the project
b) Monitor project implementation against the established indicators detailed in the project
c) Prepare and submit monitoring reports (technical and financial) for submission to Embassy of Sweden according to timelines agreed upon
d) Facilitate the procurement of goods and services for the project as per GoK and SIDA rules and regulations
e) Prepare an annual work plan and associated budget and present these to the Project Oversight Committee, Project Steering Committee and Embassy of Sweden for approval
f) Facilitate project evaluation exercises
g) Organize and facilitate stakeholder consultations and project review meetings as required
h) The Project Manager will also serve as the Secretary to the Project Implementation Technical Committee
 
Qualifications and Experience
The Project Manager should possess the following qualifications:
  • Must have a minimum of a Masters degree with at least 15 years working experience in any of the following areas:
  1. Socio-economic development
  2. Strategic planning and Management
  3. Public policy and Analysis
  • Must have a minimum 5 years working experience in project management of a project with similar scope
  • Must have knowledge and understanding of GOK procedures and practices; and
  • Must be computer literate.
Terms and Conditions of the Employment
Duration: One year contract with possible extension
