Project Summary
 
MEASURE Evaluation is the USAID Global Health Bureau’s primary vehicle for supporting improvements in monitoring and evaluation in population, health and nutrition worldwide. 

The project helps to identify data needs, collect and analyze technically sound data, and use that data for health decision making. 

In Kenya, MEASURE Evaluation works to improve the capacity of Ministry of Health programs to identify and respond to information needs, including use of high quality data in evidence-based decision making. 

Futures Group is a partner on MEASURE Evaluation and supports the general area of data demand and use.
 
Position Summary
 
Futures Group / MEASURE Evaluation is seeking qualified applicants for the position of Data Demand and Use (DDU) Advisor to provide technical support for effective evidence-based planning, monitoring and evaluation to the Kenyan Ministry of Health programs.
 
Key Responsibilities
  • Provide technical support for DDU to the Kenyan Ministry of Health programs including DCHS, DOMC, DCR and DRH at the national and sub-national level
  • Lead a comprehensive data demand and use assessment in selected counties in Kenya
  • Train government of Kenya staff on DDU, leadership and knowledge management and provide mentorship to focal point persons
  • Organize M&E technical working group meetings for the respective Ministry of Health programs
  • Lead dissemination activities in collaboration with the government of Kenya and implementation partners
  • Contribute to webinars and information exchange networks to help network Kenyan M&E professionals
  • Contribute to the Development of a national DDU strategy and facilitated adoption at subnational levels
  • Build capacity of regional and county level stakeholders to regularly use data to inform routine and strategic decisions
Qualifications
  • 5+ years’ experience in monitoring and evaluation of public health programs
  • Master’s degree in public health or related discipline
  • Demonstrated experience in working on donor-funded projects, especially for the US government
  • Experience in working with the government of Kenya
  • Knowledge and experience of data informed decision making and advocacy
  • Ability to communicate technical data to non-technical audiences
  • Excellent writing and communication skills
  • Excellent inter-personal skill
  • Ability to work as a team member
  • Proficient in Microsoft Office Suite and familiar with the use of databases
  • The ability to work well under moderate pressure and skilled in trouble shooting, crisis management, and problem solving
  • Must be available for domestic travel
  • Local candidates strongly preferred
