Development of the Capital Markets Authority Strategic Plan 2013-17

The Capital Markets Authority (CMA) is a statutory agency charged with the prime responsibility of regulating and facilitating development of orderly, fair and efficient capital markets in Kenya. 

The overall mandate of the Authority is to regulate and facilitate development of all aspects of capital markets.
 
In order to achieve its mandate the Authority has been developing five year Strategic Plans to guide development of Kenya’s capital markets. 

The Authority has so far developed three Strategic Plans with the first covering period 2002- 2005; the second covering period 2007-2009, and the third covering period 2009- 2012.
 
The current Strategic Plan (2009-2012) is coming to an end in June 2013 hence the Authority wishes to engage a consultant to develop the next cycle Strategic Plan to cover the period 2013-2017.
 
(a) Objectives of the assignment
 
The principal aim of the consultancy is to develop the Authority’s Strategic Plan to cover the period 2013-2017 taking into consideration the implementation level of the current one, including the identification of challenges, lessons learnt and key success factors. 

The 2013-2017 Strategic Plan will also aim to align the strategic direction of the Authority to the Second Medium Term Plan (MTP 2) implementing the Vision 2030, which is currently under development.
 
(b) Scope of the Services
 
The consultancy is expected to take place in February 2013 and it is estimated that it will require a maximum of twenty (20) consultancy days.

The consultancy shall, among others, include the following:
 
i) Reviewing the status of implementation of the current Strategic Plan;
 
ii) Holding consultations with the industry players, Ministry of Finance, the Authority’s Board and management as well as the Capital Markets Master Plan Steering Committee (CMMSC);
 
iii) Carrying out a Situational Analysis in line with current and projected macro environment (PESTLE) and micro environment (SWOT);
 
iv) Reviewing the main stakeholders and beneficiaries of the Authority and their relevant expectations of CMA, in line with the Constitution of Kenya, the Vision 2030 and Medium Term Plans;
 
v) Utilising the Balanced Score Card to review the Vision and Mission statements, core values of the Authority and strategic objectives of the Authority in line with the updated Situational Analysis and achievement levels;
 
vi) Aligning the Strategic Plan with national documents such as Vision 2030 and relevant Medium Term Plan;
 
vii) Identifying and quantifying viable activities for achieving the strategic objectives and goal; and
 
viii) Developing prioritized action plan that has clear roles and allocates responsibilities for implementation; developing a monitoring and evaluation plan, as well as a realistic resource mobilization plan.
 
The Capital markets Authority (CMA) invites interested eligible individuals (or teams of individuals) to express their interest on the above assignment. 

Interested persons must meet the following minimum criteria:-
 
Demonstrate ability and capacity to undertake the assignment. This should include copies of relevant documentary evidence of past similar accomplishments in at least 4 institutions, 2 of which must be public regulatory institutions with appropriate references including client list and contact details.

Interested firms should submit:
  1. Copies of valid certificate of business registration or certificate of incorporation;
  2. Copies of valid tax registration and tax clearance certificates; and
  3. Complete address (Physical, postal, telephone, facsimile and e-mail)
Shortlisted persons will be issued with a Request for Proposal (RFP) document with specific terms of reference.
