WOMEN AND CHILD CARE ORGANIZATION
TERMS OF REFERENCE
Background:
Women and Child Care Organization (WOCCA) is a non-governmental, non-political and non-profit making women and children’s organisation, established in 1996 by Somali professionals. Its main objective is to improve the economic status of women farmers who are widowed, divorced and struggling with life as the breadwinners for their households and protect the Rights of Children in the Middle Shabelle Region.
It has established itself as a reliable development organization in Middle Shabelle, Lower Shabelle, Hiraan and Banadir Regions of Somalia and has its main Offices in Mogadishu.
WOCCA is a signatory to the International Federation of the Red Cross/Crescent Code of
Conduct and is active member of various networks of non-governmental organizations in
Somalia that include South Central Somali Food Security Network (CESOFSN), Peace and
Human Rights Network (PHRN) Resource Based Conflict (RBC) and Natural Resources
Management Somali Network (RMSN).
WOCCA has prestige and image in the region. It has produced gender policy and cost sharing policy for stakeholders’ cooperation and satisfaction. Community involvement in project work was high during assessment, planning, implementation, monitoring and evaluation. These efforts achieved a substantial level of household food security for women headed households as the intended project beneficiaries.
Although there is the lack of basic health and education services, other international organizations like UNICEF are providing some sort of school facilities in rural communities and still are poor. WOCCA has not supported any provision of watering points for communities and livestock in the project area but has plans in the coming future.
Project support has been limited in terms of available financial resources and hence the numbers of beneficiaries in each project village and now WOCCA voluntarily provided capacity building training the community on early warning systems and disaster preparedness and response action through Community Managed Disaster Risk Reduction (CMDRR) approach.
Purpose of Assignment:
These terms of reference (TOR) have been written to guide the FGM consultant in researching about the FGM practice in Somalia. The objectives of this research will highlight the dynamics of FGM which are as follows:
Attitude, knowledge and beliefs of the FGM practices in Somali community
Dangerous traditional practices that accompany FGM
Medical and Psychological effects of the practice
Cultural Stigma of those who do not practice
Alternative method to these practices that Somali community can embrace
Community awareness on FGM and Effects of FGM
Scope of Work and Methods
Field Visits: The field visits will aim at assessing the problem on the ground and getting views from the communities about the Practices.
The researcher will by use of questionnaires get information about FGM and the effects. The participants will be selected randomly.
Conduct interviews: The Researcher will visit the Survivors and interview them.
Coverage: 10 villages in Jowhar, Mahaday and Balad districts namely:
1. Halgan
2. Abdi-geladi
3. Kalundi
4. Barey
5. Baro weyne
6. Bulo was
7. Burfulle
8. Hudur Cise
9. Gololey
10. Isgoys
End Product:
The end product of this consultancy will be a report on of the Female Genital Mutilation in Middle shabelle, Somalia.
Main tasks:
1. Development of the methodology for the study
2. Data collection – through questionnaires and interviews
3. Production of case studies on FGM practices.
4. Presenting results, incorporating feed-back and finalizing the report
Minimum requirements
Advanced degree in social science
At least five years relevant professional and research experience.
Highly developed social science analytical skills.
Experienced in preparing clear and concise reports.
Good understanding of issues related to FGM, social norms, gender and sexuality and child protection in Somalia.
Good knowledge of Somalia culture and regions.
Demonstrable working experience with large and different stakeholder groups.
Excellent writing skills in Somali and/or English.
Able to work independently and to meet deadlines.
Fluent in English.
Salary Scale
Fees: US$ 3000 per Month
Travel expenses and Accommodation US$ 500 per month
Duration: 2 Months
The assignment will start on the 1st of April 2012 and will finish on the 1st of June 2012, for a total of 60 working days during this period.
Duty Station: Middle Shabelle, Somalia.
