The Constituencies Development Fund (CDF) was established by the Constituencies Development Fund Act 2003, which was later repealed and replaced with the Constituencies Development Fund Act 2013. 
The primary objective of the Fund is to reduce poverty by dedicating a minimum of 2.5% of the national government annual ordinary revenue to all constituencies in Kenya to promote infrastructural development and socio-economic growth.
The CDF Board is seeking to recruit a self-driven and highly qualified Kenyan National with strong leadership skills and management competencies to fill the position of Chief Executive Officer.

 

Key Responsibilities
 
Reporting to the Board of Directors, the Chief Executive Officer shall be responsible for the day to day management of the CDF, offer leadership to a strong multifunctional team and oversee the implementation of strategic and operational actions to achieve corporate goals, objectives and performance targets.
 
Job Profile
  • Providing overall leadership and administration of operations of the Fund under the guidance of the Board.
  • Developing short term corporate strategies for Board approval and implementation as stipulated in the CDF Strategic Plan.
  • Leading the implementation of the Fund’s policies and strategies in line with the Fund’s Vision, Mission and Values.
  • Ensuring effectiveness and efficiency in executing the Fund’s mandate.
  • Managing internal multi-disciplinary teams and external parties to ensure agreed corporate objectives are realized.
  • Developing performance standards together with mechanisms for monitoring and evaluation to ensure effective implementation of the corporate strategic plan and achievement of the corporate performance targets.
  • Ensuring compliance with applicable statutory, legal and regulatory requirements and establishing mitigation measures against emerging risks.
  • Developing the Fund’s image and good working relationships with all stakeholders and partners while promoting the principles of good governance in the Fund.
  • Developing networks and partnerships with stakeholders and spearheading the realization of the objectives of CDF.
  • Advising the Board of Directors on operations and efficiency of the Fund.
  • Directing and coordinating CDF’s operations and administration to ensure that the various organs operate in conformity with overall operational plans and performance targets
  • Ensuring the development and application of internal controls and financial strategies to safeguard the assets of the Fund.
  • Formulating comprehensive workforce succession plan to ensure availability of qualified human resources for the effectiveness and efficiency of the CDF.
  • Promoting harmony and cohesiveness within the Fund and with other partners.
  • Effectively supporting the realization of Vision 2030.
  • Ensuring effective communication with the Government of Kenya, Board of Directors, staff and other stake holders.
  • Reviewing and formulating the monitoring and evaluation mechanism.
Qualifications and Skills
  • A minimum of a first degree in accounting, engineering, economics, community development, finance, law or relevant field from a reputable institution. A Masters’ degree in a relevant field will be an added advantage.
  • Minimum five (5) years’ relevant work experience in a Senior Management position(s).
  • Demonstrate leadership skills in strategic planning and management.
  • Should have undergone a corporate governance/leadership course at a recognized institution.
  • Should have exceptional visionary leadership and negotiation skills with capacity to engage with local, regional, and international organizations.
  • Should have excellent communication and presentation skills, strong interpersonal, analytical, organizational and team leadership capabilities and high professional and ethical capability.
  • Should be self-driven and capable of working under minimum supervision.
  • Understanding of public sector, fund management and devolution will be added advantage.
  • Should meet the Public Sector age and retirement guidelines.
  • Should demonstrate high emotional intelligence.

  • High integrity and meet the requirements of Chapter 6 of the Constitution of Kenya 2010.
  • Higher Education Loan’s Board (HELB) Clearance Certificate where applicable.
  • Certificate of Good Conduct (Criminal Investigation Department Clearance).
  • Kenya Revenue Authority (KRA) Tax Compliance Certificate.
  • Ethics and Anti-Corruption Commission Clearance Certificate.
  • Credit Reference Bureaus Clearance.
