Programme Manager – HSNP II
The Hunger Safety Net Programme (HSNP) is a major joint GoK/DFID initiative that seeks to reduce extreme poverty in Kenya and support the establishment of a government-led national social protection system delivering long-term, guaranteed cash transfers to extremely poor and vulnerable people to improve access to food, protect assets and reduce the impact of shocks.
The Project Manager will provide overall management and implementation of the Hunger Safety Net Programme Phase II, social protection rights component. The aim of this project will be to roll out a programme that will support the broader realization of the rights of all the people in the counties of Wajir, Mandera, Marsabit and Turkana aside from the realization of the rights of all beneficiaries of the programme to their entitlements.
The ideal candidate will have a degree in Social Sciences or other related fields and a post graduate qualification in Project Planning and Management. He/she will have five years experience in managing complex projects, experience in rights based programming, knowledge of cash transfer and social pension practices in Kenya, sound understanding of social protection policy agenda in Africa, experience in financial management and budgeting, capacity building of staff and partners as well as experience in working with civil society organizations. Report writing, data interpretation, donor relationship management, negotiation, communication and analytical skills are essential in this position.


Programme Officer – Learning and Information
The Programme Officer – Learning and Information under HSNP II will provide support to the execution of the programme by managing data and information collected from the field sites and disseminating it to various stakeholders, developing learning components and documenting good practices in accordance with the plans, budgets and terms and conditions of the contract and to contribute to HSNP and Social Protection as a whole.
The candidate will have a Bachelor’s Degree in development studies, social sciences or information technology, 3 years’ work experience preferably with an NGO with at least one year in learning and information. He/she will have experience in data collection, processing, analysis, interpretation and management using various database software, knowledge of data quality measurements, analysis methodologies and reporting tools.

Programme Officer – Emergency
HelpAge’s strategic aim for its work in emergencies is to ensure that older people receive humanitarian assistance as they are entitled to according to humanitarian principles. We achieve this by implementing responses to emergencies and, using the evidence of our programmes and research, influencing the policy and programmes of other humanitarian aid providers – including national governments – to ensure they meet the needs of older people.
The Programme Officer will ensure coordination of effective stakeholder engagement at all levels of the organization and support a well-coordinated and strategic resource acquisition effort that focuses on HelpAge International’s thematic areas and core competencies.
The candidate will have a Bachelor’s Degree in development studies or social sciences, 5 years’ work experience preferably with an INGO in a similar role, demonstrable experience in leadership, strategic management, results based management, staff capacity building, networking, fundraising, design, monitoring and evaluation. Ability to maintain donor relations through timely and adequate communications, cross cultural experience, understanding and sensitivity are essential to this role.
