Organization Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental
issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the
global environment under review and bringing emerging issues to the attention of governments and the international community for
action. UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing
technical assistance and advisory services to build capacity of environmental management in developing countries and countries with
economies in transition. This post is located in UNEP/DEPI at the Nairobi duty station. Under the supervision and delegated authority
of the Director of DEPI the incumbent in addition to managing one of the Division’s Branches will
Responsibilities
• Develop and recommend strategies and policies for the implementation of the DEPI programme of work.
• Coordinate and develop the preparation of the DEPI biennium programme of work, and budget, and assist the Director in the
presentation of the programme of work to UNEP Senior Management, and Governing Council.
• Assist the Director in overseeing the day-today administrative, budgetary and personnel issues and in coordinating the
requirements of consultancies and corporate contracts ensuring that emerging issues in the technical specialties have budget
and sufficient expertise.

• Supervise the evaluation, adaptation and management of the Division’s information exchange systems through internet and
other electronic systems.
• Support the Director of DEPI in discharging his functions and act on his behalf during his absence within agreed areas of
responsibility, as well as performing representative functions on behalf of DEPI.

Professionalism: Ability to provide technical and substantive support in the field of environmental management, development and
mastery of the subject.
Planning and Organizing: Proven ability to work with a broad range of partners, establish priorities, plan, organize, coordinate and
monitor a work programme and capacity to manage its implementation.
Leadership: Ability to develop strategies and empower others to accomplish objectives and solve problems; ability to evaluate
performance and mentor subordinate staff.
Managing Performance: Proven effective supervisory skills; ability to delegate; mentor staff and provide guidance and essential
support.
Judgment/Decision Making: Ability to make sound judgment, identify key issues in a complex situation and propose a course of
action based on all available facts

Education
Advanced university degree in Environmental Studies, Social Sciences, Economics, Management or related discipline, or a first
university degree with a relevant combination of academic and professional qualifications

Work Experience
Minimum of fifteen years of progressively responsible work in the management of scientific or economic work in a multi-cultural
setting of which at least five years at the international level and three years in a supervisory capacity
Languages
English and French are the working languages of the United Nations Secretariat, for this post, fluency in written and spoken English is
required. Knowledge of French or Spanish is an advantage.

Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competencybased
interview.
