CAK (Competition Authority of Kenya) Manager, Enforcement and Compliance Job

Re-Advertisement: The Competition Authority of Kenya (the Authority) is a statutory Agency established under the Competition Act No.12 of 2010. 

The Authority’s mandate is to promote and safeguard competition and also protect consumers from unfair and misleading market conduct.

The Authority wishes to invite qualified and experienced applicants to fill the following vacant position:
 
Consumer Protection Department

Manager, Enforcement and Compliance

The successful candidate will be reporting to Director - Competition and Consumer Protection
 
Principles Duties
 
a) Cartels and Exemptions Investigations
  • Oversee investigation into restrictive trade practices (agreements / concerted practices and abuse of dominance)
  • Oversee performance management in the department
  • Follow up on the implementation of decision made in liaison with the legal department
  • Prepare and submit all monthly, quarterly and annual reports for the department
  • Oversee evaluation of applications for exemptions
  • Lead the implementation of the strategic plan as appropriate
  • Supervise the seconded police/CID officers
  • Ensure maintenance of the customer compliments, complaints and enquiries register
b) Policy Development and Stakeholders Management
  • Liaise with the Research Policy and Advocacy Division in carrying out economic analysis of RTPs and conducting specific market inquiries;
  • Formulate guidelines on restrictive trade practices (agreements, abuse of dominance and exemption applications)
  • Liaise with the Legal department to develop relevant regulations and escalate them as appropriate
  • Convene RTP cases hearing conference where necessary
  • Convene settlement agreement hearing
  • Participate in Awareness creation
  • Offer advisory services to stakeholders on restrictive trade practices
c) Department Management
  • Develop work plans and budgets for the Department for approval
  • Oversee the execution of the approved departmental work plans and budgets
  • Oversee performance management in the department
  • Prepare and submit all monthly, quarterly and annual reports for the department
  • Prepare a draft board management papers for approval
  • Identify training needs for the departmental staff
  • Spearhead the recruitment of staff within the department
  • Participate in the development of the CAK strategic plan
  • Support the induction of interns and oversee the Young Professionals Programs
  • Identify procurement needs of the department
  • Follow up on the implementation of agreed audit recommendation
  • Spearhead risk assessment of the department
  • Mentor and coach departmental staff
  • Oversee the development, documentation and implementation of procedures and processes in compliance with ISO 9001:2008
Required Qualifications
 
i) Education and knowledge
  • Masters degree in Law /Economics/Business
  • Bachelors degree in Law /Economics/Business
  • Specialist knowledge in competition policy/law; and
  • Proficiency in ICT
ii) Experience
  • At least 12 years’ experience in enforcement, competition policy and law gained from reputable organizations, with at least three (3) years in a management position;
  • Diverse experience in conducting investigations; and
  • Experience in managing and leading diverse teams of professionals
  • Experience in litigation is an added advantage
iii) Skills and Competences
  • Decision making skills;
  • Ability to interpret long term plans, programs and budgets developed senior management level;
  • Interpersonal and leadership skills;
  • Project management skills;
  • Ability to develop plans, programs, SOPS, and coordination of workflows
  • Creativity; and
  • Strategic management Skills
