“Kilombero and Lower Rufiji Wetlands Ecosystem Management Project” RUFIJI and ULANGA
The “Kilombero and Lower Rufiji Wetlands Ecosystem Management Project (KILORWEMP)” is part of the Cooperation Programme between Belgium and Tanzania. BTC executes the project in partnership with the Wildlife Division of the Ministry of Natural Resources and Tourism acting as lead implementing agency. The project supports the implementation of the existing policy framework of decentralized natural resources management around the key concept of Community Based Natural Resource Management in the three target districts of Kilombero, Ulanga and Rufiji, while at the same time addressing key issues of policy review, monitoring and stakeholder coordination. The project will focus on five types of CBNRM models: Wildlife Management Areas, Community based Forestry, Beach Management Units, Village Land Use Planning and Water Users Associations. Key stakeholders include regional and central agencies, key implementation partners (conservation NGOs) and the private sector. The project lifespan is five years.
JOB PROFILE
The project is seeking the services of two qualified and well experienced individuals to act as National Technical Advisors, stationed respectively in Mahenge and Utete. The duration of the assignment is three years, with possibility of further extension, depending on project plans.
EXPECTED STARTING DATE: APRIL 2013
GROSS SALARY RANGE: TZS 3,073,143 to TZS 4,609,724
The position is responsible to advise and support project implementation in the District area, as well as to contribute to processes for policy review at landscape and national levels. The key implementation approach is through capacity building of the District administration. The District teams will be led by a District official, whom the Advisor shall partner. The Advisor is responsible to support planning, field execution, reporting, monitoring, stakeholder coordination, supervision of local agreements, budgeting, supervision of studies and consultancies. S/he will also verify the District Project work-plans and budgets and will be responsible for the correct use and accounting of the expenditures paid from the Belgian Contribution. S/he will be an active member of the Project Technical Team which brings together three District teams and the central-level Project Implementation Unit.
QUALIFICATIONS AND EXPERIENCE
We are seeking well experienced candidates with both technical and management competence and the professional maturity to act as effective advisors. We seek:
1. At least a first University degree in a Natural Resources Management or related discipline. Master degree will be a strong advantage.
2. A good understanding of community based natural resource management gained through at least 5 years relevant professional experience (agriculture, forestry, environmental management, wildlife management, etc.).
3. A tangible experience in enterprise and rural economic development tools and approaches will be a distinct advantage.
4. Prior senior- level project management experience and know-how gained in INGOs, LNGOs, development agencies, LGAs or private firms.
5. Knowledge of BTC and GoT project procedures would be a distinct advantage.
6. Excellent oral and written communication skills in Kiswahili and English.
7. Knowledge of MS Windows, Word, Excel and PowerPoint.
8. Willing and able to be based permanently in the district, travel extensively with extended stays in remote and rural locations.
9. Keen in carrying out field work with rural communities and well experienced in participatory planning, execution and assessment methodologies
