WUSC, in partnership with
Windle Trust Kenya (WTK) is anticipating to implement the Kenya Equity
in Education Project (KEEP) aimed at improving enrolment, retention and
performance of girls in primary and secondary school in Dadaab &
Kakuma refugee camps and immediate host communities.
WUSC invites applications
from suitably qualified individuals for the below positions, based in
Nairobi with regular communication and coordination with colleagues in
Canada.
Monitoring and Evaluation Manager

The M&E Manager is responsible for the M&E of all KEEP project activities, collaborating with M&E partners, and is expected to provide high quality technical expertise on project planning, coordination, and implementation to KEEP staff, WUSC HQ and donor.

The M&E Manager is responsible for the M&E of all KEEP project activities, collaborating with M&E partners, and is expected to provide high quality technical expertise on project planning, coordination, and implementation to KEEP staff, WUSC HQ and donor.
Specific responsibilities include:
- Ensure all monitoring, evaluation and reporting tasks required of WUSC (planning, coordination of monitoring activities, regular updating of KEEP staff, training of staff, reporting, etc.) are effectively carried out in accordance with the DFID contract;
- Lead development of and ensure adherence to the project M&E framework;
- Manage on-going data collection, analysis and self-verification for project evaluation purposes;
- Ensure that accurate and complete monitoring, evaluation and data collection, storage systems, records and files are set up, maintained and updated;
- Ensure that project feedback, results and lessons learnt are effectively fed back to inform adjustments and improvements in project approaches, scale-up and delivery;
- Ensure that all KEEP staff are informed of significant issues and developments with regard to program M&E and offer recommendations for courses of action;
- Work with external independent evaluators throughout the project to verify results;
- Advise and lead training for KEEP staff on data collection and monitoring as required;
- Work with the Ottawa-based KEEP Monitoring and Evaluation Advisor to ensure that all M&E matters/regular reports are timely/accurate;
- Assist as required with all relevant project reports and DFID requirements;
- Other duties as required.
Qualifications
- Bachelor’s degree in a relevant field or equivalent mix of education and experience - (Masters’ level degree considered asset);
- Minimum of eight years of experience in the field of monitoring and evaluation of development programs with annual budgets of at least $1 million a year
- Experience working with development partners, international non-governmental organizations (INGOs) and donors (in particular DFID experience) is an asset;
- Experience with M&E techniques and data collection software is required;
- Experience with Payment by Results mechanism is a strong asset;
- Knowledge of international development, and with issues that impact refugees and host communities is considered an asset;
- Experience working with ethnically diverse communities and with projects implementing gender mainstreaming strategies
- Demonstrated high level written and verbal communication skills in English and Kiswahili.
Finance Manager

The Finance Manager (FM) will have overall responsibility for the financial administration and financial management of KEEP project activities and is expected to provide high professional expertise in the conduct of financial affairs relating to the project.

The Finance Manager (FM) will have overall responsibility for the financial administration and financial management of KEEP project activities and is expected to provide high professional expertise in the conduct of financial affairs relating to the project.
He/She will be required
to perform a wide spectrum of tasks including hands on financial
accounting of all transactions, financial analysis to offer business
advice, management of donor funds in a prudent manner and financial
monitoring and financial reporting as required by KEEP staff, WUSC
Canada and key donors, as well as supporting local and international
audits.
Specific responsibilities include:
Financial Accounting:
Financial Accounting:
- Prepare and submit monthly, quarterly and year-end financial statements of project activities to WUSC Ottawa within agreed time-lines. This will include period-end closings, bank reconciliations, monthly sub-ledger balancing, review and verifications of all payments, inter-funds, inter-company reconciliations, preparing month-end journal entries, posting general ledger and maintaining the chart of accounts.
Financial Audits, Systems and Internal Controls:
- Organize with local external auditors to complete annual audit of WUSC Kenya activities. This will involve preparation of detailed working papers, financial statements and documents relating to policies and procedures.
- Support audits commissioned by donor agency and WUSC Ottawa.
- Participate in internal audits of projects supported by WUSC in Kenya.
- Implement accounting system and ensure it meets key requirements for reporting to key stakeholders, including segregation of donor funds and reporting to DFID.
- Assist WUSC Ottawa office to develop accounting manual for Kenya activities.
- Implement all accounting and financial procedures, financial control mechanisms for all KEEP activities, and update the accounting manual as required throughout the project.
- Ensure sub-grantees’ financial accounting/reporting comply with donor requirements.
- Ensure implementation of necessary financial controls and due diligence (review of periodical reports, frequent monitoring visits and internal audits, etc).
Financial Management
- Ensure that all financial tasks required of WUSC (planning, reporting, monitoring, auditing, etc.) in accordance with the DFID contract are effectively carried out.
- Monitor performance to budget for the project and ensure that all KEEP staff are informed of significant issues/developments with regard to the financial management/monitoring.
- Provide regular variance analysis of project implementation and offer recommendations for possible improved courses of action.
- Negotiate and liaise with bank officials, auditors, government officials, KEEP staff and others as required related to financial matters
- Add the details for the construction supervisor
- Monitor/forecast cash requirements to meet administrative and program expenditures, and make timely advance requests to WUSC HQ.
- Facilitate smooth implementation of contracts of procurement of goods and services as required by KEEP activities, plans and budget.
- Participate in KEEP strategic planning/design and support program team to build and develop accurate annual budgets and financial expenditure plans each year and monitor progress.
Financial Reporting to WUSC Ottawa
- Undertake regular financial analysis and prepare financial reports that are accurate, timely, and
- comprehensive.
- Work with the Ottawa-based Senior Financial Analyst to ensure
i) that all financial matters and regular reports are timely and accurate; and
ii) assist SFA with all
relevant financial administration (budgets, reporting, audit etc), and
with KEEP colleagues on annual work plans/budgets, etc to meet
requirements of DFID and WUSC Ottawa.
- Other duties as required.
Qualifications
- ACCA/CPA or equivalent preferred;
- A minimum of five (5) of experience in financial management, of programs with annual budgets of at least $1 million a year;
- Proficiency in computer skills, spreadsheets, accounting packages (QuickBooks, ACCPAC), communications packages and MS Word, Excel, Power Point is required; experience with Great Plains is an asset;
- Strong analytical, communication and problem solving skills necessary along with capacity to identify and articulate potential problems and provide possible solutions in a concise and clear manner;
- Experience working with development partners, INGOs and donors (in particular DFID) is an asset;
- Experience with Payment by Results mechanism is a strong asset;
- Knowledge of international development, and with issues that impact refugees and host communities is considered an asset;
- Experience working with ethnically diverse communities and with projects implementing gender mainstreaming strategies;
