TERMS OF REFERENCE FOR STRATEGIC PLAN
Background
NairoBits Trust has been in existence since 1999 and is registered as a Trust under the Laws of Kenya with the aim of youth empowerment. Its target focus area is the youth from the informal settlement areas of Nairobi which constitutes 60% of the total population estimated at 7 million. They are largely underprivileged in terms of the basic human needs including access to education and training with 50% to 70% of them living below the poverty line. The Trust envisages a situation where 70% of the urban informal settlement youths access information Communication Technology (ICT) skills that would improve their employability and ability to enter the labour market.
The Trust equips the youths with knowledge in Web Design, IT skills, Creative Multimedia and Entrepreneurship to improve their opportunities in employment or venturing into Business. In addition, the Trust develops their character by inculcating in them the critical elements of personal confidence and self esteem and also train in life skills. NairoBits has over the years trained over 6500 youth who have in turn been able to secure employment in both formal and informal sectors, the success rate therefore can be considered to be at 90%.
Rationale
Nairobits has successfully implemented three consecutive strategic plans successfully: 2004 – 2006, 2007 – 2009 and 2010 - 2012 Strategic Plans. The aim of this consultancy is to facilitate a strategic planning and priority setting workshop and to synthesize the proceedings into a three year Strategic Plan as Nairobits moves in to a new Strategic phase.
The Consultant will also design a Resource Mobilization Strategy, Action Plan, tools and procedures in a way that is responsive to Nairobits strategic vision and plans, focus areas and program strengths for the next three years. This consultancy will contribute towards enlarging Nairobits resource mobilization base and funds base at large.
Scope of work 1: Strategic Plan
Understanding of NairoBits current Mission, Vision and her target clients
Formulate the rationale, objectives and expected outputs of the program
Formulate a strategy that will guide implementation of the program with broad activities for achieving the desired outputs
Identify the principle partners for successful implementation of the program
Identify program thematic areas that will guide the priority setting exercise
Define detailed priorities of the program
Assist the organization in the development and of its results chain as well as the indicators, means of verification and assumptions
Organize the notes produced from the workshop into a strategic plan.
Edit the logical framework matrix, activity matrices and the finance plan and incorporate these into the strategic plan.
Scope of Work 2: Resource Mobilization Strategy
Develop an operational plan for the priority programme areas identified in the strategic plan and a corresponding budget
Review compatibility of new potential donors and Nairobits objectives. There after assess and plan out the opportunities for Nairobits to access donor funding.
Compile relevant information on donor requirements and guidelines such as the donor guidance for proposal writing and reporting; and provide tips on how strategic partnerships could be strengthened in line with the vision, mission and priorities of Nairobits.
Prepare a clear and comprehensive account of donor organizations, priorities and -potential funding resources
Develop a resource mobilization strategy which must include modalities of communicating results to donors
Develop an action plan for the implementation of the strategy
Prepare an achievable target for resource mobilization
Deliverables
Design a process for facilitating the workshop to generate agreed outputs
Work with the Program Manager to develop a workshop program
Facilitate the workshop
Document the proceedings and prepare an edited workshop report
Produce a three year Strategic Plan, a Logical Framework, an Operational Plan and Resource Mobilization Strategy for Nairobits Trust after the workshop
Methodology
The consultant will take into account the current strategic plan and various documents that have been produced by Nairobits named below. All processes will be facilitated in a manner that respects the views of the Board and that of the members of staff of Nairobits. Further, the consultant must ensure that the process is owned and driven by Nairobits Trust. Processes shall be participatory, designed to ensure that all members of the Board, staff and community are provided with the opportunity to contribute.
Prior to the start of the consultancy, the consultant will be expected to hold a meeting with the Nairobits Program Manager, for purposes of briefing on the expectations and to share any other information. The methodology for the strategic plan will include the following main elements:
Document review
Interviews with staff, board and community representatives
Workshop facilitation.

Collect the materials and information for the review.
Obtain appointments with Nairobits Program Manager.

Technical Expertise of the consultant:
Recent experience developing and reviewing strategic plan
Must produce sample evidence of previous work received
Extensive experience in participatory methodologies
Ability to adapt existing strategic plan
Demonstrated experience working with a client team to achieve outstanding results on a tight deadline
Ability to commit to deliver results within a short period of two continuous weeks to produce a draft strategic plan and to review it within another one week period after receiving feedback from Nairobits.

NairoBits will evaluate the proposals based on the technical and financial feasibility. However, technical feasibility shall serve as the guideline for screening the proposals. NairoBits reserves the right to accept or reject any proposal without giving reasons and is not bound to accept the lowest or the highest bidder.
Payment milestones
Full payment will be remitted after successful completion of the assignment.
NB: To accomplish this task the Strategic Plan will be required to adhere to the Terms of Reference to be agreed on with the selected consultant.
