We are seeking a highly motivated individual to join our team in the APHIAPlus Nairobi Coast project.
Basic Function:
The Data Manager will be part of the M&E team at APHIAplus and will work under the supervision of the M&E Specialist.
He/she will manage and maintain a comprehensive information resource for programs, ensure consistency and integrity of data; oversee collection and reporting of complex, related information. Interpret data, including statistical values, and provide advice and consultation regarding implications.
He/she will participate in other activities related to HMIS, research, targeted evaluation, surveillance surveys and monitoring and evaluation as well as provide assistance and training to system users.
Key Responsibilities:
Provide ongoing support and guidance to project and implementing partner staff on indicator definitions, routine data collection, collation and reporting according to GOK and USAID requirements
Implement USG Results Management guidelines at both project and implementing partner level in all data management activities
Provide technical guidance in designing, development and use of data capture tools to meet project requirements
Develop and design a functional system for collecting, organizing, interpreting, and classifying information for input into electronic databases.
Ensure use of standard national and project specific tools to collect, analyze and synthesize monitoring data.
Develop/enhance information systems to capture, transmit, store, retrieve, manipulate and display information with accompanying Standard Operating Procedures.
Develop a functional MIS system including applications for data quality checks, report generation, trend analysis, retrieval of data and other functions.
Offer technical support in management of project data base to meet data requirements for APHIAplus and other stake holders.
Make recommendations for information systems improvement; assist in testing and implementation of modifications and improvements.
Assist in the compilation of quarterly, semi-annual and annual reports to USAID and ad hoc program data and also reports;
Conduct routine data quality assessments on program data and provide ongoing support to implementing partners to do the same
Build the capacity of project and partner staff on data management and Monitoring & Evaluation.
Directly supervise assigned staff including data clerks.
Keep abreast of latest trends in data management.
Knowledge, Skills and Abilities:
Experience in setting up and managing data bases
Experience in capacity building of partners in data management
Experience in data analysis and presenting statistical reports
Keen to maintain data security and data quality systems
Working knowledge of USAID/PEPFAR/GOK data requirements
Good planning and organizational skills
Tact and diplomacy in dealing with implementing partners
Demonstrated experience with Health Management Information Systems.
Demonstrated ability to transfer knowledge through informal and formal trainings.
Minimum Requirements
MS/MS with 3-5 years relevant experience or BA/BS/Degree in biostatistics or a related field with 5-7 years progressive work experience
Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Excel, Epi Info, Stata, and Ms Access.
