Hivos (International Development Organization) Regional Office in Kenya seeks an:
working 40 hours a week, initially for a period of 2 years, starting as soon as possible For the African Biogas Partnership Programme (ABBP) ABPP is a partnership between Hivos (overall management), SNV (Technical Assistance) funded by the Dutch Governmental Development Cooperation Agency DGIS.
The Programme aims to establish a domestic biogas sector in six African countries (Burkina Faso, Ethiopia, Kenya, Senegal, Tanzania and Uganda) over the period 2009-2013. In each country a local agency is in charge of programme implementation and setting up of a Programme Unit. The Unit builds partnerships with governments, NGOs, micro-finance institutions, vocational training institutions and CSO’s.
ABBP is managed from the Hivos office in Nairobi. The officer will be directly answerable to the Fund Manager - Biogas Programme.
Responsibilities
The key responsibilities of the socio-economic expert entails
(1) providing guidance to the development of a socially responsible biogas private sector in each country, and
(2) ensuring that the programme reaches its development objectives, by establishing a strong Monitoring & Evaluation system at the programme as well as the country level.
More specifically, this assignment involves:
Analyzing the feasibility of country annual plans and budgets as well as the evaluations of the accurateness of annual reports and review of the plans.
Providing guidance and orientation to country programmes for concrete contributions to the enhancement of the socio-economic situation of the beneficiaries.
Guide and orient the design and implementation of an integrated (web based) M&E framework to capture and clearly show these contributions.
Appraise the social, economic and gender consequences of the programme and planned actions and maintain a critical dialogue with national implementing agencies on how to improve the programme in these respects.
Assess and provide input to country strategies and programme elements directed at domestic biogas sector development, together with the national partners and in close cooperation with SNV.
Facilitate strategic partnerships and initiatives, with support of the national partners; Develop and sustain a diverse and creative network of contacts in your area of expertise.
Qualifications
Masters Degree in relevant field or equivalent combination of relevant experience and education;
Minimum of 10 years working experience in rural development programmes;
Expertise and experience in assessment of rural, social and gender relations;
Expertise with private sector development;
Analytical and conceptual skills;
Well organized and able to keep deadlines;
Leadership qualities and able to work in the multistakeholder environment;
Excellent communication and networking skills;
Keen understanding of country political and social dynamics;
Excellent verbal and writing skills in English and French;
Willingness to travel frequently within the region and in-country.
