Marie Stopes Regional Manager – Western and Nairobi / Central Regions

Role: Regional Manager – Western and Nairobi / Central Regions
2 Positions

Reports To:
Director of Programmes.
 
Liaises With: Projects team, Country Management Team and all other team members.
 
Duty Station: Regional Offices, Kisumu and Nairobi.
 
Working Hours: 8.00 am – 5.p.m (Monday to Friday).

Type of Contract: Fixed Term - 2 Years subject to confirmation after 3 months probation period.
 

Salary: KShs. 250,000 – 275,000 Gross

Purpose of the role
 

Under the direct supervision of the Director of Progammes, the Regional Manager will be responsible for programme planning, implementation and administration of a broad range of projects and departments across all three service delivery channels of Marie Stopes Kenya, focused on achievement of MSK’s priorities within the respective region.

Key Performance Indicators
 
1. Effective leadership and management of the MSK Region Office
 
Ensure effective leadership and management of the regional office team including systems developed and strengthen field related programme management.

2. Programme Development and Management
 
Contribute to engagement with government actors on strategic issues, including using decentralization approaches and assist in the preparation of the Situation Analysis for programme development. 

Administer a consistent and transparent monitoring system; providing accurate analysis of regional level socio-political-economic trends and their implications for ongoing programmes and projects. 

Responsible for preparation of program recommendations for effective program implementation; and for documenting new approaches, methods and best practices.

3. Optimum use of Program Funds
 
Support preparation and oversee implementation of project work plans and monitor progress and compliance.

Help to manage allocation and disbursement of programme funds, ensuring that funds are properly coordinated, monitored and liquidated. 

Takes appropriate actions to optimize use of programme funds. Ensure programme efficiency and delivery through transparent approaches to programme planning, monitoring and evaluation.

4. Programme Monitoring and Evaluations
 
Undertakes field visits to monitor and assess programme implementation and decides on required corrective action. Ensure effective monitoring of staff activities to improve efficiency and quality of programme delivery.
 
Participate in sector review meetings with government counterparts.  Ensure the timely preparation of program status reports.

5.  Client-focused and Results-Based Programme Management Approach
 
Assure the quality of client-focused programming through consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects. 

Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme design.

Ensure viable and innovative recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfillment of the rights of women and youth, and recommendations on programme new initiatives and management issues to ensure achievement of stated objectives.

6.  Local Capacity Building/Sustainability for system building
 
Provide government authorities with technical support and guidance to plan and organize systematic, measurable and results oriented capacity building initiatives for effective and sustainable systems building.

Ensure the building or reinforcing of the commitment and institutional capacities of the local partners starting with taking a strategic approach to the identification of these partners and partnerships and adopting a coherent systems building approach.

7. Advocacy at the National, Community and Family Levels
 
Conduct policy analysis from a youth and women's rights perspective and engage in advocacy at the community and family levels for credibility in national and international policy debates.

8. Partnership, Coordination and Collaboration
  • Develop partnerships and collaboration with internal and external counterparts, including with local government, international and humanitarian partners, in order to improve access to FP and SRH services within the region.
  • Collaborate with the MSK Nairobi Support Office to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability.
  • Maintain collaboration with Director of Programmes for effective overall coordination on programmes.
9. Human Resource Management
 
In liaison with the People and Development Department, coordinate all HR programs/policies to include: staffing, performance management and merit review process, benefits enrollment, relocation processing, progressive discipline and termination process, succession planning, the internal complaint process, recruiting and training for the respective regions.

10. Procurement and Logistics Coordination

In liaison with the Procurement and Logistics Department, coordinate all procurement and logistics programs/policies to include: supplies are ordered on time, goods are received as ordered, request for quotations are done, and all procurement policies in general are followed in the respective regions

Minimum Qualifications
  • Advanced university degree in Social Sciences, Public Health, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in sexual and reproductive health programming.
  • Project management experience in the development sector.
  • Background/familiarity with the respective regions i.e. Western and Nairobi/Central
  • Fluency in English and Kiswahili
