a) Duties and Responsibilities
• Formulation, interpretation and application of human resource policy, procedures, rules and regulations;
• Personnel emoluments, estimates and expenditure control;
• Administration of pension schemes, gratuities, schemes of service and approval of leave;
• Staff performance management and career development• Managing staff insurance, salary advances and salary in advance;
• Formulation, interpretation and application of human resource policy, procedures, rules and regulations;
• Personnel emoluments, estimates and expenditure control;
• Administration of pension schemes, gratuities, schemes of service and approval of leave;
• Staff performance management and career development• Managing staff insurance, salary advances and salary in advance;
• Providing guidance in matters related to appointments and placement, promotions and confirmation of staff;
• Budget and expenditure control for the Human Resources Department;
• Implementation of Advisory Committee, Selection Board decisions as regards appointments, promotions, discipline;
• Management of staff in Human Resource Department;
• Provision of office services
(b) Required Skills and Qualifications
• Masters degree in Human Resources Management with minimum of 5 years relevant experience; OR
• B.Com (HR) with a minimum of 7 years relevant experience;
• Higher Diploma in Human Resources Management;
• Be a member of the Institute of Human Resource Management
• Computer literate
• Demonstrated high degree of professional competence, administrative capabilities and initiative in the general organization and management of human resources
• Thorough understanding of Human Resources Management policies, regulations and employee relations, understanding labour laws and other statutes that impact on human resource
• Good administration, organization, and analytical skills
• Interpersonal and human resource management skills
• Good written and verbal communication skills
• Ability to multi-task, motivate and lead others
