Commission on Revenue Allocation Vacancies Announcement

The Commission on Revenue Allocation (CRA) is an independent Commission set up under Article 215 of the Constitution of Kenya. 
Its core mandate is to recommend the basis for equitable sharing of revenues raised nationally between the National and County Governments; sharing of revenue among the County Governments and make recommendations on other matters concerning the financing of, and financial management by county governments. 
The Commission seeks to recruit qualified and competent staff to fill the following positions:

Director of Research and Policy

The successful candidate will provide strategic leadership in the Research and Policy Directorate and support the Commission in developing policies, systems and strategies in the Directorate. 

The position will be based at the Commission’s headquarters in Nairobi.

Key Responsibilities:
  • Developing, validating and updating the Commission’s research policy and strategy.
  • Spearheading and coordinating the Commission’s research assignments.
  • Collecting and analyzing macro-economic, socio- economic and fiscal data.
  • Identifying individuals and institutions to partner with CRA in generating objective evidence for policy formulation.
  • Developing a quantitative modeling approach to inform recommendations on the vertical and horizontal revenue allocations.
  • Undertaking relevant analyses of critical fiscal, socio-economic, cultural and development policies.
Minimum Qualifications and Experience:
  • A Master’s Degree or its equivalent in Economics or Public Finance.
  • Strong credentials on undertaking and managing research assignments for over ten (10) years with at least three (3) years in Senior Management.
  • A PhD in a relevant discipline will be an added advantage; and
  • Thorough understanding of socio-economic and public sector research involving diverse survey methodologies.
  • Experience in using standard econometrics/statistical software such as EViews, STATA, and SPSS.
Advisor – Management of Natural Resources

The successful candidate will assist in the development of an integrated and transparent framework of the identified natural resource, provide technical advice on, and oversee the implementation of strategies on effective natural resource exploitation. 

S/he will also promote local capacities in sustainable natural resources management and be responsible for championing the natural resource policy and reforms, management, and resultant benefit sharing. 

The position will be based at the Commission’s headquarters in Nairobi and will require frequent travel outside Nairobi.

Key Responsibilities:
  • Lead aspects of the natural resource policy formulation/reforms, exploitation and effective revenue enhancement.
  • Work with other team members to ensure a quality, integrated approach to sustainable resource management and stable economic development in Kenya.
  • Oversee the strengthening of the government’s capacity for negotiation with international oil and gas companies and other interest groups; and to refocus activities from the production side, to professionalism of the oil and gas sector.
  • Spearhead the sustainable exploitation of renewable resources and nonrenewable resources.
  • Recommend the framework for equitable sharing of the proceeds of the natural resources.
  • Complete other tasks as assigned by CRA.
Minimum Qualifications and Experience:
  • A Master’s Degree in Natural Resource Management, environmental discipline or related field is required.
  • At least 5 years of experience working in Natural Resource Management and/or Economic Governance with a minimum 3 years in management position.
  • Experience in designing, managing and implementing natural resources or governance activities with particular focus on the extractive mineral sector.
  • Proven capacity to effectively manage and mentor staff with various levels of skills and experience.
  • Experience monitoring and evaluating natural resource and/or economic governance activities.
  • Previous experience with a clear understanding of a results based approach to project implementation, monitoring and reporting would be an added advantage.
  • Previous work experience and knowledge of conditions in Kenya.
Senior Analyst, Revenue Allocation & Budget Analysis - Readvertisement

This is a readvertisement of the position and those who had previously applied need not reapply.

The successful candidate will develop and maintain the revenue allocation formula, monitor and evaluate expenditure and revenue trends at both national and county governments. 

During the transition period, the division will also work with relevant stakeholders in county preparedness work.

Key Responsibilities:
  • Responsible for day-to-day management of the division;
  • Works with the Director in running the department;
  • Develop and maintain the revenue allocation formula (First generation and second generation formulae);
  • Monitor and evaluate expenditure and revenue trends at both national and the 47 county governments-budget out-turns, exchequer issues etc.;
  • Work jointly with the County Affairs department in the revenue enhancement mandate of CRA;
  • Work jointly with the econometrics section to perform revenue forecasting at national and county governments;
  • Monitor the devolution process and in particular public finance management;
  • Collaboration with partner institutions in generating objective research;
  • Conducting thematic research to inform revenue allocation and roll out of the county governments;
  • Capacity building in the division.
Required Education, Skills and Experience:
  • Master’s degree in Economics, Development Economics or Finance from a reputable university.
  • A minimum of five (5) years relevant progressive experience in fiscal policy development and /or implementation such as the Ministry of Finance, Central Bank, Kenya Revenue Authority, and Parliamentary Budget Office amongst others.
  • An understanding /keen interest in the devolution process.
  • At least three (3) years of work experience in a supervisory position.
  • A good understanding of how to conduct research.
Registry Assistant/ Records Management Assistant

The successful candidate will be responsible for the Registry at the Commission and for developing and implementing a filing system in the Commission. 

The office holder will report to the Human Resources Officer.

Key Responsibilities:
  • Maintain good filing system and ensure security of records and access restriction.
  • Design and implement maintenance and tracking of records control tools.
  • Organization of Personnel and General Registries.
  • Liaise with the Heads of Units to design and implement records management policies and retention schedules of the organization.
  • Periodic surveys and appraisal of records.
  • Ensure compliance with the National Archives and Documentation Act.
Minimum Qualifications and Experience:
  • A Bachelor in degree in Social Sciences, Information Science, with a bias in archives and records management.
  • Diploma in Archives/Records Management will be an added advantage.
  • At least 2 years work experience in a large registry or records management office and archives, preferably in a public registry or Institution of higher learning.
  • Be fully conversant with Kenyan legislation on records.
  • Records management procedures and practices including records surveys & appraisals, records classification & indexing schemes.
  • Excellent computer skills.
  • Effective verbal and written communication skills.
HR & Administration Assistant

The successful candidate will provide assistance in the implementation and monitoring of Human Resource and Administration policies and procedures and ensure their compliance to the systems, structures and standards set by various business units and support units of the Commission. 

The successful candidate will report to the Human Resource Officer.

Key Responsibilities:
  • Implement human resource and administration strategies, policies, procedures and guidelines designed to achieve the Commission’s mandate, strategic objectives and goals;
  • Ensure compliance with relevant labor legislation and Human Resources and Administration policies, procedures and guidelines;
  • Assist in the staff recruitment, staff induction, retention and separation processes;
  • Implement staff welfare schemes such as medical, insurance, pension, amongst others;
  • Assist in wide range of administrative and organizational development related tasks including Procurement, Event Management, Fleet Supervision, amongst others;
  • Administer the Commission’s payroll and ensure statutory deductions are administered in time.
Minimum Qualifications and Experience:
  • A Bachelors’ degree in Human Resource Management, Business Administration or any of the Social Sciences.
  • Higher Diploma or Diploma in Human Resource Management or CPS Part II.
  • Diploma in Procurement from a recognized institution.
  • Two (2) years’ experience in HR, Administration and Procurement work environment inclusive of development of policies and procedures.
  • Participated in a change management program.
  • Demonstrated experience and knowledge of Kenya Labor Laws.
  • Experience in transport management will be a distinct advantage.
ICT Officer - Technical Services

The officer will plan, develop, install, troubleshoot, maintain and support an operating system and associated physical and virtual server infrastructure (VMware), network infrastructure, software and databases ensuring optimum system integrity, security, backup and performance. 

The Officer will be responsible for the smooth running of computer systems and ensuring users get maximum benefits from them. 

The successful candidate will report to the Director, ICT.

Key Responsibilities:
  • Provide ICT support for all elements of the ICT Infrastructure including network, server and workstations.
  • Maintain and administer computer networks and related computing environments, including computer hardware, systems software, applications software, and all configurations.
  • Install, configure and manage/monitor/upgrade wireless and wired network infrastructure.
  • Plan, coordinate, and implement network security measures in order to protect data, software, and hardware.
  • Maintain and enforce ICT policies (group, hardware, software) in conjunction with the ICT Director.
  • Perform data backups and disaster recovery operations.
  • Troubleshooting system and network problems and diagnosing and solving hardware/software faults.
  • Recommend changes to improve systems and network configurations, and determine hardware or software requirements related to such changes.
  • Setting up new users' accounts and profiles and dealing with password issues.
  • Testing and evaluating new technology.
  • Undertake any other appropriate tasks as may be assigned by the ICT Director.
Minimum Qualifications and Experience:
  • Bachelor degree, with a technical major, such as Management Information Systems (MIS) or computer Science.
  • Systems Administration/System Engineer certification in Unix and Microsoft (CCNA, MCSE, MCSA).
  • Five years system administration experience.
  • Experience with management of the physical and virtual server infrastructure (VMware).
Other requirements:
  • Excellent communication skills, both written and spoken, including the ability to communicate technical issues in an accessible and supportive way.
  • Able to work both independently and under direction from the ICT Director.
  • Require working knowledge of networking principles and of both wired and wireless networks and experience of troubleshooting network problems.
  • Demonstrable skills with PC networks and Microsoft Server management in an AD environment.
  • Demonstrable skills with supporting and maintaining Vsphere 4.0 or above.
  • Experience of managing windows and Linux servers.
Library Assistant

The Commission is in the process of setting up a modern Resource Centre/library, which is under Research and Policy Directorate. 

The Centre is to facilitate the Commission in achieving its statutory mandates. 

Specifically, the Resource Centre will be a learning Centre for both Commission’s staff and other stakeholders involved in fiscal decentralization-including county governments; and a catalyst for fiscal decentralization knowledge synthesis.

The successful candidate will report to the Director of Research & Policy and be in charge of developing and implementing effective Library management systems, programs and activities and oversee the Commission’s Resource Centre/Library.

Key Responsibilities:
  • Plan, design, coordinate and implement comprehensive knowledge management initiatives and strategies.
  • Conduct needs assessment and baseline surveys to determine the information needs of various players.
  • Test modern Resource Centre products and services for effectiveness, quality and responsiveness to the Commission’s needs e.g. the audio visual equipment.
  • Create avenues for exchange of information, converting data into valuable information and ensuring its accessibility and usage.
  • Maximize creation, discovery and dissemination of information within the Commission.
  • Assess information needs, develop strategies to meet those needs, identify and obtaining required resources and ensuring accessibility of these resources to the staff, management and stakeholders.
  • Perform a variety of clerical duties, including processing and maintaining library media, entering records and files, books and related reference materials.
  • Serve as a key contact for data requests by responding to queries and assisting clients in accessing information tools and resources.
  • Help conduct periodic inventories of book collection, materials, software, journals and equipment and participate in ordering and maintaining supplies and equipment.
  • Conduct programs and oversee training for staff and clients in use of information tools.
Minimum Qualifications:
  • Bachelor’s degree in Information science/library science, or related discipline.
  • Membership to a relevant professional body.
  • Minimum two (2) years’ experience in developing and implementing information programs that contributes to strategic objectives in a reputable institution/library.
  • Working knowledge of educational media and technology including the internet and its utilization for electronic learning.
  • Basic understanding of modern trends in library science.
  • Proficiency in MS office suite.
