Catholic Relief Services – USCCB is the official agency of the United States Conference of Catholic Bishops for relief and development overseas. CRS supports programs in over 100 countries and works through local partners.
We are seeking suitable a suitable person to fill the following position.
The successful candidate require technical competencies, willingness to travel to field locations and a commitment to work with and support partners of CRS many of whom are Catholic institutions.
Position: Management Quality Coordinator
Job Purpose: The Management Quality Coordinator (MQC) will implement and provide appropriate guidance on CRS Somalia’s operational support functions including Human Resources, Finance, Compliance, Supply Chain Management, Audit, Security, and other Administration functions.
S/he will be responsible for coordinating the support functions to ensure that resources are adequately managed at the CRS and Partner level with the highest degree of stewardship, focus on managing risk, consistent application of CRS and donor policies and improvement of management quality performance in close collaboration with the CRS Somalia Team and other members of EARO team.
Specific Responsibilities:
- Serve as the Overall Coordinator of Management Quality for CRS Somalia.
- Ensure Annual Program Plans, budgets and forecasts reflect overall program priorities and expectations, mitigate risks and reflect maximum obtainable efficiency.
- Review/authorize project holder advance requests, liquidation and other expenses, ensuring accuracy, completeness and compliance with donor and other applicable requirements.
- Ensure provision of timely and quality periodic CRS trend/level reports and/or donor reports.
- Ensure adherence to donor regulations, local laws and OFAC license requirements.
- Ensure efficiency and compliance in local and international procurement.
- Act as lead contact and responder to any issues that emerge from internal and external audits.
- Ensure implementation of appropriate risk monitoring and risk mitigation strategies for CRS Somalia.
- Ensure monitoring and communication of country security, liaising with relevant security officials, local authorities and RTA Commodities and Security on implementation of security requirements.
- Provide timely and relevant technical assistance to staff and partners in management quality issues.
- Lead partner reviews, assessments, monitoring and follow-up of internal control improvement plans.
- Work with technical leads to improve management quality capacity, including systems and staffing.
- Conduct regular site supervisory visits to partners.
Knowledge, Skills and Abilities Requirement
- Master’s in business administration, finance, accounting, human resources, or other relevant field.
- At least 5 years’ experience in the management of non-profit, development, and/or humanitarian organization, at least 2 years of which are in a developing country outside the candidate’s country of origin.
- Understanding of CRS financial and administrative systems (Sun Systems and Vision accounting software), policies, and procedures preferred.
- Experience managing large, complex U.S. government awards; knowledge of relevant regulations.
- Knowledge of procurement and general office administration/management issues.
- Ability to work in a complex environment and to lead and work with a multi-cultural team.
- Strong organization, communications and analytical abilities.
- Willingness to travel to Somalia if required.
