Lake Victoria Environmental Management Project Phase II
 

Introduction
The Government of Kenya is in partnership with the International Development Association (IDA) towards the implementation of the second phase of Lake Victoria Environmental Management Project (LVEMP II).
The project will contribute towards the achievement of the East African Community’s Lake Victoria Basin Development Vision and Strategy.
The project development/global environmental objectives are to 

(i) improve the collaborative management of the trans-boundary natural resources of the LVB; and
(ii) reduce environmental stress in the Lake Victoria Basin. 

The goal of the project is to enhance the basin’s ecological integrity by addressing environmental threats such as controlling point and non-point sources of pollution.
The project will also boost the basin’s cultural and economic value by involving communities in natural resources management, balancing environmental protection and economic growth demands and improving economic growth and equity among riparian communities
Due to the multi-Sectoral nature of the project and the complexity of the proposed interventions, LVEMP II will engage a competent National Project Coordination Team (NPCT) at the national level to provide the requisite leadership.
The NPCT is embedded in the Ministry of Environment and Mineral Resources and is based at the National Project Office in Kisumu.
The NPCT is headed by a National Project Coordinator and includes technical specialists representing the Water, Fisheries, Agriculture, Forestry and Environment sectors.
The team of sector specialists are supported by a Monitoring and Evaluation specialist, a Communication Specialist, a Community Participation Specialist, an Accountant, a Procurement Officer and other Administrative staff.
The Ministry of Environment and Mineral Resources therefore wishes to recruit an Monitoring and Evaluation specialist for a contract period of two (2) years:-
 

Job Title: Monitoring and Evaluation Officer
 

The project will provide resources for
(i) establishment of a regional and national GIS-based M&E and Management Information System and
(ii) collection, analysis, storage and dissemination of the project’s implementation performance, outcomes, and impact data and information. 

The subcomponent will ensure that monitoring reports, including quarterly and annual project implementation progress, procurement, financial and audit reports are produced regularly and shall therefore recruit
– Monitoring and Evaluation Officer.

Responsibilities
Oversee the M&E system for LVEMP II, ensuring complementarities among objectives and indicators in the project;
Liaise with implementing agencies in implementing the M&E plans to monitor progress of project implementation, performance, impact and sustainability; and
Ensure quality project reporting and information sharing.
Duties
Coordinate and oversee the implementation of the M&E strategy and plan including key process, stress reduction and impact indicators for LVEMP II;
Develop systems for tracking progress of project implementation;
Monitor project performance and suggest measures to improve the M&E system;
Review performance indicators and reports submitted by implementing agencies;
Ensure adherence to established guidelines on project monitoring and evaluation;
Provide technical backstopping to implementing agencies and community level partners in the design and implementation of M&E plans;
Compile and disseminate M&E information needed for periodic project reporting, planning and reviews;
Monitor progress in project implementation by implementing agencies;
Compile monthly, quarterly and annual project reports; and
Prepare work plans and budgets for the LVEMP II Monitoring and Evaluation activities.
Qualifications and Experience
Should possess a Postgraduate University Degree in Environmental Economics, Natural Resources Management, Social Sciences, Environmental Planning or any other related field;
A minimum of ten (10) years of progressively professional experience in the relevant field of which, five (5) years must demonstrate experience in results framework management, M&E and project planning, management and implementation;
Demonstrate knowledge or proven experience in excellent information communications technology skills including proficiency in main office software and knowledge of database management, information systems and internet tools;
Good interpersonal skills, ability to work in a multi-Sectoral, multi-disciplinary, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds;
Dynamic, innovative and able to work with minimum supervision; and
Must be a Kenyan citizen.

Reporting
The Monitoring and Evaluation Officer will report to the National Project Coordinator.
