Kenya Railways Procurement Officer, Engineering Assistant, Estate Assistant, Security Assistant jobs in Kenya

1. Procurement Officer

The Procurement Officer will report to the Procurement Manager and will assist in the management and co-ordination of the procurement function to ensure efficient and effective delivery of service in line with the Public Procurement and Disposal law and laid down policies and procedures of the Corporation.

Duties & Responsibilities

To assist the Procurement Manager in:

Ensuring timely, efficient and effective procurement of goods, services and works and disposal of obsolete and idle assets
Coordinating with user departments on procurement requirements;
Preparing tender documents and maintaining procurement/disposal related documents.
Assisting in providing technical advice and secretariat services for all    procurement and disposal related committees;
Placing and processing Local Purchase Orders Conducting supplier evaluation and rating;
Supervising cash purchases /stores management/ inspection and issuance of goods
Any other duties that may be assigned.
Requirements
Bachelors Degree in Business Administration/Management/ Commerce or relevant field of study.
Diploma in Purchasing and Supply Management or equivalent.
5 years post qualification relevant experience 3 of which should be at management level.
Excellent interpersonal and communication skills.
High integrity.
Familiarity with public procurement guidelines and procedures.
Team player.
Strong analytical and negotiation skills.
Computer literacy and familiarity with standard office computer applications.
Ability to work under pressure and meet deadlines.
2. Engineering Assistant (Permanent Way)

Reporting to the Infrastructure Manager, the Engineering Assistant, (Permanent Way) will assist in monitoring and regulating the concession with regard to permanent way in terms of design standards as per the Concession Contract.

Duties and Responsibilities

Monitoring compliance to all formal and informal provisions of the concession agreements with regard to permanent way including performance, availability, utilization and reliability;
Contributing towards the technical evaluation of investment proposals pertaining to permanent way from the concessionaire, by examining the cost of proposed works and carrying out site visits and inspections to check details of the works for inclusion in the conceded assets accounts;
Assisting in updating the assets register pertaining to conceded permanent way facilities and assets;
Carrying out joint track inspections to assess compliance in permanent way maintenance standards, assess the condition of materials and evaluate proposed useful life, check safety practices and assess the availability/condition of non-conceded permanent way materials stocks;
Assisting the SHE Manager in investigating accidents with regard to permanent way;
Undertaking periodic audits of permanent way assets to check compliance with railway safety standards; and
Monitoring the management of the Engineering Drawing office and plan room to guarantee safety of the engineering records, especially permanent way drawings.
Requirements
'O' Level Certificate 5 years experience in Permanent Way Maintenance and Construction Works, 2 of which must have been in a Sub-Permanent Way Inspector level.
Diploma in Civil Engineering
Minimum Sub-Permanent way Inspectors Certificate
Rail Safety Operators Certificate
Excellent interpersonal and communication skills
Computer literacy and familiarity with standard office computer applications.
Ability to work under pressure and meet deadlines
3. Estate Assistant
Reporting to the Real Estate Manager, the Estate Assistant will assist in the management of the Corporation's real Estate portfolio for maximum returns.

Duties and Responsibilities

Implement policies and procedures to effectively manage property
Perform a variety of administrative duties in ensuring compliance with policies and laws affecting leasing of the property.
Regular inspection of the Corporation’s landed assets
Ensuring prompt and effective tenant/Landlord correspondences, rent collections and site visits.
Maintenance and updating of property/tenants records including accounts payable and accounts receivable
Provide day-to-day management of the property and maintain professional and courteous relationships with tenants and stakeholders.
Oversee security deposit administration including inspecting units to determine resident’s balance or refund
Assist the management with maintaining assets security measures, documenting incidents, and sending proper reports/notification to management.
Reporting on monthly basis issues pertaining to asset/tenants administration and management.
Perform other duties as assigned by management.
Requirements
O – level certificate or equivalent
Diploma in Property Management or equivalent
Certificate in proficiency in Microsoft Office: ICDL or equivalent
3 years experience in property management
Demonstrate strong multitasking, communication, organizational, and leadership skills.  Proactive, creative and results oriented
Demonstrate ability to read, analyze and interpret lease related documents, solve practical problems and deal with a variety of situations.
Ability to perform in a busy, multi-tasking work environment
Ability to travel (between properties, training, errands, etc.) and work anywhere in Kenya
4. Security Assistant
Reporting to the Security Services Manager, the Security Assistant will assist in carrying out physical inspection/investigation of the Corporation's assets and premises in the assigned region to ensure security as well as investigate security violations and incidents reported.

Duties and Responsibilities

Investigating cases of fraud and other security violation cases against the Corporation’s assets in the region assigned,
Liaising with the police and the other law enforcing agencies in solving security matters related to the Corporation in the assigned region,
Supervising outsourced security services in the region,
Carrying regional security reports as required.
Requirements
'O' Level Certificate or equivalent;
Certificate in security management/fraud detective/forensic;
4 years experience in security /investigative matters preferably from the police C.I.D or military;
Excellent interpersonal and communication skills;
High integrity;
Computer literacy and familiarity with standard office computer applications
Possession of a current Certificate of Good Conduct;
Certificate of discharge for those who have left formal employment;
Ability to work under pressure and meet deadlines
