VACANCIES IN THE OFFICE OF THE PRESIDENT, MINISTRY OF STATE
FOR PROVINCIAL ADMINISTRATION AND INTERNAL SECURITY

For appointment to this grade, a candidate must have:
(i) served for a minimum period of three (3) years at the grade of Under Secretary,

Basic Salary Scale: Ksh.21,895 – Ksh.25,304 p.m. (Job Group ‘J’)
For appointment to this grade, a candidate must have a Bachelors degree in Social
Sciences in any of the following disciplines: Social Work, Sociology, Criminology,
Guidance and Counseling or Social Psychology from a recognized university.

Duties and Responsibilities
This is the entry and training grade for the Probation Officers’ cadre. An officer at this
level will work under the supervision of a more senior officer. Duties and responsibilities
at this level include:-
(i) interviewing accused persons for bail reports;
(ii) conducting and presenting social injury reports on probation and community
service offenders as required by the courts;
(iii) making pre-trial and post trial social enquiries reports for the courts on referred
offenders;
(i) conducting and submitting social enquiry reports to correctional institutions and
discharge boards; and
(ii) keeping updated records of offenders under supervision.

The Secretary, Ethics Commission for Co-operative Societies will be responsible to the
Permanent Secretary, Ministry of Co-operative Development and Marketing for
implementing the Public Officer Ethics Act, (2003) in the co-operative movement:
Specific duties and responsibilities include:
(i) developing and enforcing codes of conduct to regulate the behaviour and conduct
of staff and Management Committees of co-operative societies;
(ii) development and administration of training programmes aimed at integrating good
governance and Ethical principles in the management of co-operative societies;
(iii) creating awareness on various anti-graft laws and institution of corruption
prevention measures in the co-operative movement;
(iv) investigating contraventions of codes of conduct and recommending/taking
appropriate action;
(v) coordinating, receipt and processing of wealth declarations by staff and
Boards/Management Committees of co-operative societies;
(vi) examining the practices and procedures of the work of co-operative societies in
order to facilitate the revision of procedures of work that promote integrity; and
(vii) managing the Ethics Commission’s registries.

DEPUTY COMMISSIONER FOR CO-OPERATIVE DEVELOPMENT – THREE (3) POST

and programmes;

the co-operative societies Act and the rules therein.
(ii) giving technical advice to the District co-operative officers by issuing project
guidelines;
(iii) supervising the efficient management of the administrative and operational
activities falling in his schedule of work;
(iv) headship of a large functional section of Co-operative development programme,
designing, planning, monitoring and evaluating co-operative development
programmes;
(v) ensuring implementation of planned co-operative activities;

CHIEF ASSISTANT CO-OPERATIVE OFFICER – TWENTY FIVE (25) POSTS
V/No.122/2012
Basic Salary Scale: Ksh.35,275 – Ksh.42,877 p.m. (Job Group ‘M’)
For appointment to this grade, a candidate must have:
(i) served for a minimum period of three (3) years at the grade of Senior Assistant Cooperative
Officer, Job Group ‘L’ in the Public Service;
(ii) a Diploma in Co-operative Management or comparable qualification from a
recognized institution;
(iii) attended a Supervisory Skills Course lasting not less than two (2) weeks in a
recognized institution; and
(iv) shown merit and ability as reflected in work performance and results.
Duties and Responsibilities
A Chief Assistant Co-operative Officer will be deployed within a Region as a subject
matter specialist; or to perform specialized services relating to co-operative development
projects and programmes.
Specific duties and responsibilities include:
(i) assisting the Provincial Co-operative Officer in providing field officers with technical
advice ;
(ii) supervising junior officers working under him/her; and
(iii) being responsible for evaluating co-operative activities and trends for promoting
the co-operative movement generally.

VACANCIES IN THE MINISTRY OF STATE FOR IMMIGRATION AND
REGISTRATION OF PERSONS

ASSISTANT DIRECTOR OF NATIONAL REGISTRATION (CIVIL) – ELEVEN (11)
POSTS V/No.123/2012
Basic Salary Scale: Ksh.63,782 – Ksh.81,404 p.m. (Job Group ‘P’)
For appointment to this grade, a candidate must have:
(i) served for a minimum period of twelve (12) years in the field of Civil Registration,
three (3) of which should have been at the grade of Chief Civil Registration officer,
Job Group ‘M’ or above in the Public Service;
(ii) a Bachelor’s degree in any Social Science from a recognized university;
(iii) attended a Senior Management Course lasting not less than four (4) weeks in a
recognized institution.
(iv) proven administrative and managerial ability to organize and control Civil
Registration services at all levels; and
(v) thorough knowledge of Births and Deaths At and allied legislations, coupled with
wide experience in administration of Civil Registration;

Duties and Responsibilities
An officer at this level may be deployed to supervise operations at the Headquarters or in
the field to head a busy county or co-ordinate operations within a given administrative
unit.
Specific duties and responsibilities include:
(i) developing strategies to address emerging issues related to Civil Registration
function in collaboration with the stakeholders;
(ii) processing of statistical data and ensuring good customer care standards; and
(iii) designing, training and developing programmes for staff in the department.

PRINCIPAL REGISTRATION OFFICER (CIVIL) – FORTY (40) POSTS V/No.124/2012
Basic Salary Scale: Ksh.40,835 – Ksh.49,636 p.m. (Job Group ‘N’)
For appointment to this grade, a candidate must have:
(i) served for a minimum period of ten (10) years in the Department of Civil
Registration, three (3) of which should have been at the grade of Senior
Registration Officer (Civil), Job Group ‘L’ or above in the Public Service;
(ii) a Bachelor’s degree in any Social Science from a recognized university;
(iii) attended a Senior Management Course lasting not less than four (4) weeks in a
recognized institution; and
(iv) demonstrated a high degree of professional competence, administrative
capabilities, professional capabilities and initiative in the general organization and
management as reflected in work performance and results.
Duties and Responsibilities
An officer at this level may be deployed in the department headquarters to handle
administrative matters emanating from the field. The officer may also be deployed to head
a County/District Registration Office to implement the Civil Registration function.
Specific duties and responsibilities at this level include:
(i) monitoring and evaluating employee performance;
(ii) preparing detailed statistical tables from registered data, records preservation and
their security in the field.

Duties and Responsibilities
An officer at this level may be deployed in a unit/design office at the Headquarters or in a
Region.

(i) supervising inspections;
(ii) maintenance of electrical installation in public buildings and Government quarters;
(iii) commissioning, testing and maintenance of electrical controls related to firedetection
equipment, cookers, water-heaters, general domestic appliances, power
generating plants and machinery, catering equipment and low/medium voltage
distribution systems;
(iv) undertaking field activities including surveys, commissioning and acceptance of
electrical equipment;
(v) assessment of equipment performance and making recommendations where
necessary for replacement of unserviceable equipment; and

CHIEF SUPERINTENDENT (MECHANICAL) – BUILDING SERVICES – TWELVE (12)

Basic Salary Scale: Ksh.35,275 – Ksh.42,877 p.m. (Job Group ‘M’)
For appointment to this grade, a candidate must have:
(i) served for a minimum period of three (3) years at the grade of Senior
Superintendent (Mechanical) – Building Services, Job Group ‘L’ or comparable
position in the Public Service;
(ii) a diploma in Mechanical Engineering or an Mechanical Technician Certificate Part
III or equivalent qualification from a recognized institution;

For appointment to this grade, a candidate must have:
(i) served for a minimum period of three (3) years at the grade of Senior Structural
Assistant, Job Group ‘L’ or in a comparable position in the Public Service;
(ii) a diploma in Building/Civil Engineering or comparable qualification from a
recognized institution, a construction Technician Certificate Part III; or its
equivalent qualification from a recognized institution;
(iii) attended a Supervisory Skills Course lasting not less than two (2) weeks in a
recognized institution;
(iv) wide knowledge and experience in all matters related to preparation of drawings of
structure and/or drainage;
(v) knowledge of Government procedures; and

Duties and Responsibilities
An officer at this level will be responsible for design, preparation of bills of quantities and
detailing of structural and civil works drawings for various structures such as roads,
sewerage, marine works, retaining walls and footbridges.

Basic Salary Scale: Ksh.35,275 – Ksh.42,877 p.m. (Job Group ‘M’)
For appointment to this grade, a candidate must have:
(i) served for a minimum period of three (3) years in the grade of Senior Quantity
Survey Assistant, Job Group ‘L’ or in a comparable position in the Public Service:
(ii) a diploma or a Technician Certificate Part III in any of the following fields: Quantity
Survey, Building/Civil Engineering or comparable qualification from a recognized
institution.
(iii) attended a Supervisory Skills Course lasting not less than two (2) weeks in a

For appointment to this grade, a candidate must have:
(i) served for a minimum period of three (3) years at the grade of Senior Architectural
Assistant, Job Group ‘L’ or in a comparable position in the Public Service:

Building/Civil Engineering, Architecture, or comparable qualification from a
recognized institution.

For appointment to this grade, a candidate must have:
(i) served for a minimum period of three (3) years at the grade of Senior
Superintendent (Building), Job Group ‘L’ or in a comparable position in the Public

(ii) a diploma in Building and Civil Engineering or a Construction Technician Certificate
Part III or comparable qualification from a recognized institution.

Duties and Responsibilities
An officer at this level will be deployed as a Clerk of Works for buildings under
construction or as a head of a depot.
Specific duties and responsibilities at this level include:
(i) assisting in the planning of supervision programmes for large complex building
projects;
(ii) monitoring and supervising works in progress;
(iii) assisting in preparation of monthly physical progress reports of individual projects;
(iv) ensuring specifications and standards are adhered to during construction;
(v) arranging for testing of materials and preparation of cost estimates and schedule of
materials;
(vi) allocation of duties and supervision of staff carrying out repairs and alteration of
existing buildings;
(vii) preparation of cost estimates and schedules of materials; and
(viii) control of usage of materials on site.

Basic Salary Scale: Ksh.26,323 – Ksh.31,996 p.m. (JG ‘K’)
For appointment to this grade, a candidate must have:
(i) a Bachelors degree in Electrical Engineering or comparable qualification from a
recognized university; and
(ii) been registered by the Engineers Registration Board of Kenya as a Graduate
Engineer.

Duties and Responsibilities
Duties and responsibilities at this level include:
(i) designing electrical/electronic engineering services in government buildings and
construction works; and
(ii) repairing and maintaining electrical/electronic installations in airports, waterworks,
offices, workshops, conference complexes and other Government facilities.

ASSISTANT ENGINEER II (MECHANICAL – BUILDING SERVICES) - ONE (1) POST
