Job Title: Monitoring and Evaluation Officer
Reports To: Country Consultant
Location: Nairobi
Term: Two year term
Status: Full-time Regular
Start Date: January 3, 2012
SUMMARY
The monitoring and evaluation officer is responsible for providing
technical support in the design, implementation and review of CRWRC (Kenya)
country monitoring and evaluation activities. He/she will be expected to
collaborate with program consultants and the country consultant to assist
with assessments, monitoring and evaluation of community partner programs.
The position will oversee input, storage and appropriate use of data to
track programs. The Monitoring and Evaluation Officer will promote capacity
strengthening in partner organizations through mentoring, on going coaching
and training in monitoring, evaluation and reporting.
The position will also ensure that feedback is provided to all relevant
stake holders and assist CRWRC country team in conducting self assessment,
and building their capacity in the area of monitoring and evaluation,
including the development of indicators, data collection analysis and
interpretation of data to be used by the program consultants and the
country consultant.
ESSENTIAL DUTIES AND RESPONSIBILITIES
include the following:
1. Design and implement (in liaison with Program Consultants) knowledge management systems that partner staff use to review and analyze data and information on relevant technical areas as a basis for providing up-to-date information on impact, effectiveness, outputs and inputs to
programs. Collect, analyze and aggregate M&E data across all the partners and programs.
2. Identify gaps and weaknesses in partner M&E systems and help build capacity and train/ consult where necessary.
3. Input quarterly data from all programs into the CRWRC online reporting system NewDea.
4. Provide input into and assure that all donors reporting requirements (USAID,CIDA,FRB,CFGB) on program impact are met and assist implementing agencies in setting up reporting and tracking systems to provide information in an efficient and timely manner. He/she must ensure
that the reporting remains current with the best practice in M&E field.
5. Provide M&E quality assurance, ensure data quality assessments completed and on file.
6. Work with program consultants and partners to design and review evaluation instruments e.g. questionnaires, interview guides, surveys, observational checklists, etc, coordinate the collection of data, monitor data quality and analyze findings.
7. Identify sources of relevant data and the process of data management.
8. Define Information management goals, objectives and initiatives.
9. Any other duties assigned.
Qualifications for this position include:
1. Bachelors degree in social science, covering community development field with minimum of five years of relevant work experience.
2. Strong IT knowledge and conversant with M&E reporting software
3. Experience in leading evaluation or research design, data collection and analysis and also experience with multi faceted projects.
4. Organizational skills, strong analytical skills and giving attention to details.
5. Knowledge in Result Base Management (RBM)
6. Ability to develop and carry out work plans and solve problems independently.
7. Ability to convey results to the stakeholders.
8. Skills in facilitation and teaching adult learners
9. Strong written and oral communication skills.
10.Ability to work effectively in a team and with minimal supervision.
11.Willing to travel out to program sites throughout Kenya
12. Valid Kenya driver’s license.
