Duties and Responsibilities
This will be the entry and training grade. A Legal Counsel II (drafting Services) shall be responsible
for:
for:
- Drafting of Private Members Bills
- Drafting of amendments to Bills to be processed to the House by any Member of assembly or any committee of Assembly
- Giving Legal interpretation of Acts and Bills and generally giving legal advice on matters relating to Assembly
- Providing Legal advice to the County Assembly Service Board, the Assembly and its committees
- Provide Legal advice to County Assembly Service Board, Assembly and its committees
- Providing any other legal services that may be required by the Assembly, the Committees, the Speaker, the County Assembly Service Board or the Clerk
- Ensuring that Bills passed by Assembly comply with the Constitution.
Requirements for Appointment
- Have served in the Grade of Legal Counsel II (Drafting services)/(Litigation) or in a complete and relevant position for a minimum period of three (3) years;
- Have a Bachelor of Law degree
- Have been admitted as an advocate of the High Court of Kenya
- Be in a possession of current practising certificate
- Have a proficiency in the use of basic computer applications
- At least three years of Legislative Drafting and Litigation
Research Officer II

Duties and responsibilities
The duties and responsibilities of an officer in this position include;
- Provision of non-partisan professional research assistance and analysis to members, committees and staff of Assembly
- Assessing the strengths and weakness of policy options
- Providing experts interpretation, explanation and analysis
- Maintain a periodically updated inventory of publications on current issues, legislation and major public policy issues/questions
- Providing back up to assembly committees
Requirements for direct appointments
For appointment to this grade, an officer must have the following qualifications:-
- Served in the grade of Research Officer III for at least three (3) years
- Masters Degree in Social Sciences from a recognized University
- Thorough knowledge and understanding of the concepts and techniques of professional research, with particular emphasis on public policy analysis, and an ability to write, edit in a clear, concise and understandable manner;
- Satisfactorily served as Research Officer in similar positions with comparable responsibilities in like organizations, reputable research institutions and having at least threes years continuous work experience.
Public Communication Officer

- Coordinate all public relations related activities including publishing of brochures, handbooks, flyers, CDs etc;
- Updating of the Assembly website in liaison with IT department;
- Coordinating of the outreach program;
- Coordinating and receiving all visitors to Assembly;
- Prepare press releases; react to media stories and proactive media reporting through the available channels;
- Coordinating with the Assembly Broadcast Unit on broadcast/media aspects
Requirements for direct appointments
- Have satisfactorily served as a public communication/Media Relations Officer II for a minimum period of three (3) years;
- Minimum post graduate qualifications in Public Relations and Media or any other relevant field;
- 4 years experience in handling public relations and media issues;
- Must demonstrate administrative management skills and sound knowledge of media, public relations and communication ability; and
- Be competent in use of IT as a working tool
Media Relations Officer II

Librarian

Requirements for direct appointment
For appointment to this grade, an officer must have:
- Degree in Library Studies/ information Science or equivalent qualification
- Served in this grade of Librarian II for three (3) years;
- Shown merit and ability as reflected in work performance and results; and
- Have proficiency in computer applications.
Preferential Criteria during Selection
Suitably qualified applicants will enjoy preferential treatment in the order below:
- Applicants serving in positions at the County Assembly of Kisumu on the basis of secondment during the transition period;
- Applicants serving in the executive arm of the County Government of Kisumu
- Applicants who are residents in the Kisumu County
- Applicants from the rest of the Country
