Cellulant Head of Technology-Kenya

Cellulant* is a pan-African mobile commerce company.  It operates Africa’s number one mobile commerce network and aims to connect 100 million customers to its mobile commerce ecosystem.Cellulant* was founded in 2003 and has currently operations in Kenya, Nigeria, Tanzania, Uganda, Rwanda, Ghana, Zimbabwe, Mozambique, Malawi, Zambia, Botswana and every year moving into new countries.We are the mobile commerce partner of choice and our goal is to connect all of our corporate customers, including e.g. the top Pan African banks, various merchants, to the richest mobile commerce ecosystem in Africa, helping them provide better communication, and more services, and more value to their end consumers. We do that by providing services like mobile banking, mobile payments, music, information services and other mobile related services.

Head of Technology-Kenya

To oversee and manage technology, which covers the following three areas:

Pitching for new products/projects at Board/Management level
Delivery of new products/projects
High quality of service management (SLA and management of production services)


Reports to: Country manager Kenya; Dotted line to Group CTO and Group Head of Technology Operations
Direct Reports: Technology solution managers of business units
Peer Relationships: Head of business units; Head of Business Support; Heads of Technology for other Cellulant operations across Africa

Areas of Responsibility:

Capacity Building
Build and manage capacity to sell, roll out and support services (pitching; delivery and service management) for all business units (M-banking & M-payments; Music; Information services & Bulk sms), and manage the overall performance of the business units (via the respective solution manager).
Knowledge management: develop/roll out training programs for technology staff to be able to handle their responsibilities and the meet business goals.
Improve productivity and efficiency to ensure costs are in line with budget plans

Technology Governance: Operating Structures and Controls
Define and improve the governance structures required to effectively manage, control and improve technology.
Ensure that the appropriate policies, processes and tools to govern and operate technology are established, reviewed and adhered to.
Mature Cellulant’s technology operating practices against global benchmarks using ITIL
Mature internal and external reporting processes around projects and implementations as well as service management.

Service Management
Manage all aspects of service management to ensure that agreed SLAs and Cellulant service standards are met: 24/7 monitoring and support; incident management; change management; service management (reports and meetings with customers) and improvement roadmap:

a. 24/7 monitoring and support
Ensure effective monitoring of services and that identified actions to maintain or improve service levels are implemented.
Engage and negotiate with relevant parties (both customers as well as service providers) in respect of disruptions and amendments to the provision of services.

b. Incident management
Ensure accurate and fast incident management is in place and is followed.

c. Change management
Ensure robust change management process is in place and followed.

d. Service management
Manage service management activities for all customers to ensure that targets are met and prepare proposals to meet forecast changes in the level or type of service.
Engage with customers on matters around technology operations through proactive forums (such as regular service / project / change management discussions) and ensuring that Cellulant’s perspectives are well represented and professional standards are maintained.

e. Improvement roadmap
Continuous Service Improvement: maintain and manage a roadmap of technology deliverables that are important to ensure continuous improvement of service.

Customer relationship management
Build and maintain strong relationships with key customer at board and management level to establish Cellulant as the partner of choice for mobile commerce.
Together with country manager and senior customer engagement managers pitch new services.
Build and maintain trustworthy relationships with key customers CTO/CIOs/IT Heads/Directors.

Project delivery
Manage delivery process to ensure timely and high quality delivery of new products, e.g. deployment of mobile banking; new services such as m-payments
Manage required internal relationships to ensure prioritisation and sufficient resources

Infrastructure Management
Plan and manage implementation of processes and procedures, tools and techniques for monitoring and managing the performance and capacity of systems and services.
Monitor performance of solutions deployed and take corrective action where necessary.
Provide input to the business for budgeting, estimating, planning and objective setting: with respect to technology operations.
Work with the group infrastructure team to ensure uptime for our deployed solutions go beyond 99.9%.

Candidate Requirements:
8 - 12 years in technology: at least 4 as an engineer, and at least 4 in technology operations leadership/management
Must have managed technology environments where a large team of technology resources worked to operate and support it
Has strong relationship building and sales skills (from technical perspective)
Possesses a good level of interpersonal and negotiating skills.
Have sound organizational and resource management skills. Ability to prioritize work activities. Pays attention to detail.
Has broad technical expertise in a variety of technology environments: must demonstrate ability to become thoroughly familiar with technologies (services and products) in a relatively short time.
Must demonstrate a good understanding of the following frameworks/technologies:

o New as well as legacy system integration standards such as web-services, ISO-8583 etc.
o ITIL / COBIT / Prince2
