For The Public Private Partnership Secretariat (PPPU) In Kenya
The Government of Kenya (GoK) in conjunction with the World Bank is implementing an Infrastructure
Finance and Public Private Partnerships Project (IFPPP) whose overall development objective is to increase private investment in the Kenyan infrastructure market by improving the enabling environment to generate a pipeline of bankable PPP projects.
This objective will be
achieved through the provision of technical expertise and building
capacity to implement the Government’s Public Private Partnership (PPP)
National program in Kenya.
The Public Private
Partnerships Secretariat (PPPU) at the Ministry of Finance is looking
for a highly motivated international expert, for a period of one (1)
year renewable for a further term of one (1) year, to fill the position
of:
Technical Expert (1 Post)
The PPP Technical Expert is expected to perform the following tasks:
- Carry outline assessments and review of applicable PPP projects
- Carry out a technical review of the business cases for eligibility for PPP program
- Coordinate between Contracting Authorities, PPP Nodes and various advisors on the project’s management
- Manage the provision of technical assistance to PPP Nodes in preparation of technical proposals
- Manage / provide input into and review the preparation of technical annexes of PPP contracts by
- Authorities/line ministries
- Manage the review of the technical criteria for Pre-Qualification Documents across sectors
- Manage the review the technical aspects of tender documents for specific PPP projects across sectors
- Manage the technical review of the PPP Project’s draft contracts and annexes
- Assist Contracting Authorities and Ministries to develop plans for sectors programs or pipeline PPP projects
- Represent the PPPU in steering, technical evaluation, monitoring and qualification committees, when needed
- Manage technical, environmental and social advisors to a PPP project on all technical issues
- Supervise the issuance of a standard form for request for Expression of Interest and Information
- Memorandum and provide technical input for it
- Manage the liaison with Projects Advisors and Contracting Authority PPP Nodes regarding technical aspects of a PPP project
- Supervise replies to bidders queries involving technical aspects of the PPP project
- Verify that that technical conditions to Contract Effectiveness are met
- Carry out, in coordination with advisors to the project, market testing exercises for various PPP Projects
- Assist Advisors and Private sector in their Technical, social and environmental due diligence exercises
- Carry out any other assigned duties related to PPP.
Qualifications, Skills and Experience:
- A university degree in Engineering is mandatory.
- Post graduate qualification in any related field will be an advantage.
- Minimum experience of 8 years in Project Management with at least 5 years hands-on experience in Project Management of PPP Projects.
- Working on the public sector side is mandatory.
- Team leadership and multi-tasking skills are required.
- Experience with at least one financially closed PPP deal.
- Fluency in spoken and written English.
