Global Fund Program
Background to the positions

The Global Fund to Fight HIV/AIDs, Tuberculosis and Malaria was established to increase resource mobilization to fight three of the world’s most devastating diseases, and to direct those resources to areas of greatest need. 

Kenya has benefited immensely from the Global Fund in fighting Aids, Tuberculosis and Malaria since its inception in 2002. 

This program is implemented by the Ministry of Finance, Ministry of Public Health and Sanitation and Ministry of Special Programs. 

The Ministry of Finance is the Principal Recipient for all government components of Global Fund grants in Kenya, and is therefore legally responsible for the management and the coordination of all the grants. 

The Ministry of Finance therefore wishes to invite applications to fill the following vacancies based at the Ministry of Finance headquarters.

Program Officer – Malaria Global Fund Unit

Reporting to senior program officer

Job Description
  • Provide support in the preparation of work plans, budgets, M&E plans and performance frameworks for Global Fund Malaria Grants managed by the Principal recipient – Ministry of Finance
  • Coordinate the implementation of Malaria Global Fund activities with the Global Fund focal person in the Division of Malaria Control (DoMC), and other relevant stakeholders.
  • Provide support for the Monitoring and Evaluation at the National Regional and County levels, of Malaria Global Fund activities under the Principal Recipient Ministry of Finance.
  • Provide necessary support to the GF focal person and the M&E officer at the DOMC for the preparation of semester progress update on GF grant activities as required.
  • Work closely with the GF focal persons and the M&E officers at the program level to strengthen the M&E and ensure the timeliness, completeness and quality of data submitted to the global Fund.
  • Plan and participate in field visit for data verification, support supervision and Global Fund asset verification.
  • Undertake any other task assigned by the Senior Program officer or the Global Fund coordinator
Required qualifications
  • At least a Bachelors Degree in Health sciences, Public Health, community health or equivalent.
  • Good knowledge of Malaria programming, Monitoring and Reporting
  • At least 5 years experience in a busy organization implementing a large scale Malaria program
  • Experience in the implementation of Global Fund grant is an added advantage
  • Good capacity to produce reports on time
  • Good command of ICT
  • Demonstrate ability and commitment to team work and coordination with multiple partners

  • Provide support for the Monitoring and Evaluation of HIV&AIDS program at the National, Regional and County levels.
  • Provide necessary support to the GF focal person and the M&E officers at NASCOP and NACC for the preparation of semester progress update on GF grant activities as required.
  • Work closely with the GF focal persons and the M&E officers at the program level to strengthen the M&E and ensure the timeliness, completeness and quality of data submitted to the global Fund.

Procurement Officer

Reporting to the National Global Fund Coordinator

Job Description
  • Participate in all steps of designing, implementing and monitoring of procurements using Global Fund grants.
  • Support the preparation of the Global Fund procurement plans for the three programs (HIV, TB and Malaria) which are in line with GF procurement policies and guidelines.
  • Ensure the procurement, warehousing, distribution and use of pharmaceutical and other commodities using GF grants take into account GF guidelines and quality assurance policies.
  • Monitor the distribution of drugs and other commodities procured using the Global Fund grants and prepare a monthly report to the global fund coordinator.
  • Represent the Principal recipients at all Ministerial Tender Committees (MTC) and ensuring that the deliberations are in line with GF requirements.
  • Coordinate the responses to issues raised by the LFA or the GF secretariat on Procurement and Supply Management plans.
  • Prepare and maintain an asset register for all assets acquired using GF grants under the principal Recipient – Ministry of Finance.
  • Conduct field Visit to verify that assets are in good use.
  • Prepare the plan for use of assets, at the end of each grant.
  • Undertake any other task assigned by the Global Fund coordinator.
Required qualifications
  • Bachelor’s degree from a recognised university.
  • Professional diploma in purchasing and supplies or at least 5years continuous experience in procurement and supply chain management.
  • At least 4 years experience in international procurement for a major donor funded program.
  • A minimum of 4 years experience at a senior level in procurement and supply management in a busy organisation.
  • Knowledge of GF and GOK procurement procedures is desirable.
  • Good Computer skills; Knowledge of procurement and supply management software would be an added advantage.
  • Personal attributes: Integrity, honesty and self motivation.
Internal Auditor

Reporting to the National Global Fund Coordinator

Job Description
  • Prepare and implement an annual action plan for internal control of Global Fund grants activities implemented by public sector implementers.
  • Review Global Fund and GOK financial procedures and monitor compliance by the public sector implementers of Global Fund grants.
  • Work closely with Global Fund program implementers to improve the, efficiency, effectiveness and accountability of Global Fund resources and operations.
  • Identify all potential risk related to the implementation of GF grants and prepare a risk mitigation plan.
  • Carry out spot checks on implementers to ensure compliance with Global Fund program and Government of Kenya requirements and submit a monthly report to the Global Fund coordinator.
  • Ensure that the Global Fund fixed assets are appropriately recorded in the relevant registers and carry out physical verifications of the assets.
  • Work closely with the external auditors whenever required and assist the management in responding to audit queries and addressing all issues raised in the management letters.
  • Prepare quarterly internal audit reports and submit them to the National Global Fund Coordinator.
  • Undertake any other task assigned by the Global Fund coordinator.
Required qualifications
  • Business related degree, preferably Finance, economics, or business administration.
  • CPA (K)
  • knowledge of GOK financial and accounting procedures is an added advantage
  • At least 5 years working experience in similar work in a busy organization.
  • Track record in financial monitoring and control
  • Good computer skills
  • Good communication skills
  • Personal attribute: Integrity, Honesty and self motivation
