Local Authorities Provident Fund (LAPFUND) is a Body Corporate
established by an Act of Parliament Cap 272 to manage retirement benefits for
employees of Local Authorities and associated companies in Kenya.
LAPFUND manages retirement benefits for over 16,000 employees
and Civic Leaders of the Local Authorities and associated Water Companies all
over the country.
In order to effectively deliver on its mandate, Local
authorities provident Fund seeks to recruit high caliber, visionary and
results-oriented professionals from qualified Kenyan citizens to fill the
following key positions:
Chief Executive Officer

LAP FUND hereby invites applications from qualified and
experienced Kenyans for the position of Chief Executive Officer.
Responsible to the Board of Directors, the Chief Executive
Officer shall be the Secretary to the Board, Accounting Officer and the
Principal Administrator LAPFUND.
He/she being the Head of the Secretariat shall ensure
implementation of the Board’s decisions, policies and programmes.
Scope of Work for the Chief Executive Officer
- Providing leadership to the secretariat to ensure that the Fund attains high level of professionalism and ethical standards in its mandate
- Driving the LAPFUND’s vision and mission through effective and timely implementation of its strategic plan
- Taking charge of and being the Principal Administrative Officer of the LAPFUND’s activities.
- Facilitating the formulation and implementation of appropriate organization-wide policies, strategies and activities to ensure that LAPFUND pursues and achieves its mandate, objectives and strategic goals.
- Advising the trustees on matters relating to LAPFUND’s long term strategy and business opportunities to ensure LAPFUND focuses on its core mandate to the members and stake holders.
- Providing leadership direction and overall management of LAPFUND by creating a conducive and motivating organization and work environment to attract and retain top-notch professionals to manage the activities of the Fund.
- Ensuring effective risk management of LAPFUND and facilitating the establishment and implementation of proper internal financial management monitoring and control systems.
- Articulating the policies of the Board and ensuring that appropriate strategies are developed and implemented.
- Monitoring Lapfund’s performance and management systems.
- Planning and ensuring proper allocation and utilization of resources in order to achieve the organizational goals and objectives.
- Developing and maintaining a focused and productive relationship with customers and other relevant collaborative stakeholders.
- Enhancing the image of the organization in the competitive corporate world while fostering a corporate culture which promotes good corporate governance.
- Effectively supervising and leading all departmental heads to ensure increased and sustained performance at LAPFUND.
- Compliance with the Constitution of Kenya and any other legislation relevant in the management of LAPFUND
- Receiving of contributions from Local Authorities and associated companies, computing and paying benefits to members and their beneficiaries directly as provided for in the law and the scheme rules.
- Organizing regular Board meetings and calling members’ Annual General and Special meetings in accordance with the governing law and when required.
Qualifications, Skills and Experience
- Be a Citizen of Kenya;
- Hold a degree from a recognized University in Kenya in Finance, Economics, Actuarial Science, Law, Accounts or related fields;
- At least 10 years’ experience in pensions industry;
- At least 10 (ten) years’ experience in a senior management position in a busy organization preferably a financial/insurance or service institution;
- Must meet the requirements of Chapter Six of the Constitution;
- Must be computer literate;
- Must demonstrate good understanding of the Constitution of Kenya 2010;
- Excellent communication, interpersonal and networking skills;
- A Master’s Degree or professional qualification in any relevant field will be an added advantage.
The successful applicant will be appointed on a five (5) year
contract eligible for renewal upon satisfactory performance. A competitive
remuneration package will be offered.
Manager, Legal Services

Key Roles and Responsibilities
Reporting to the Chief Executive Officer, the Manager, Legal
Services will be the Company Secretary responsible for overseeing all the legal
matters of LAPFUND which include interpretation of the governing
statutes, drafting of Service Level Agreements, interpretation of contracts, provision of guidelines on drafting of employment contracts and any other legal matters pertinent to LAPFUND’s operations.

The Manager will also oversee the functions of the Supply Chain
Management Unit of LAPFUND.
Scope of Work for Manager, Legal Services
Reporting to the Chief Executive Officer, the Manager, Legal Services
core duties and responsibilities will be to:
- Offer legal and technical advice to the Board and management.
- Organize, prepare agenda for, and take minutes during Board meetings and Annual General Meetings.
- Maintain an up to date register for all Board and Committee minutes • Contribute to discussions during meetings, as and when required, and advice members on legal, governance, accounts and tax implications of proposed policies.
- Monitor changes in relevant legislations and the regulatory environment, while undertaking legal research and advising LAPFUND accordingly.
- Liaise with external regulators and advisers, such as lawyers, auditors, regulatory authorities and oversight bodies to ensure LAPFUND is in compliant.
- Develop and oversee systems that ensure LAPFUND complies with all applicable codes, as well as its legal and statutory requirements.
- Undertake general conveyances including purchases, sales, charges, leases, tenancy agreements, surrenders, easements, licenses and related matters.
- Draw, peruse, complete and interpret legal documents on behalf of LAPFUND.
- Draw and accept court processes affecting LAPFUND and take action as necessary.
- Draw service level agreements, employment contracts, debt repayment contracts and any other legal instruments.
- Design Tender Documents, service level agreements and RFP documents for goods and services.
- Observe timelines and its implications in the tendering processes and any other statutory requirements.
- Represent LAPFUND in any legal disputes
- Undertake any other duties as may be assigned by the management from time to time.
Qualifications, Skills and Experience
- Be a Citizen of Kenya;
- A Bachelor of Law (LLB) degree from a University recognized in Kenya
- A post-graduate Diploma in Legal Studies;
- Must be an Advocate of the High Court
- Must be of good standing and posses a current practicing license or certificate
- At least five (5) years’ experience in legal work, preferably in pension industry or law firm;
- Must demonstrate good understanding of the Constitution of Kenya 2010;
- Must possess excellent report writing and presentation skills;
- Must show good understanding of organizational and analytical skills;
- Must be computer literate.
