Duties and responsibilities
Under the overall guidance of the Somalia Country Office Representative and the direct supervision of the Deputy Representative, the Programme Analyst is part of the CO team providing integrated programme and technical support within a systems strengthening approach which is fundamental to UNFPA’s overall strategy.
The Programme Analyst on Youth supports the integrated CO team through analysis of political, social and economic trends; formulation, management and evaluation of programme activities within his/her portfolio; and provision of technical, programme and policy advice. S/he may supervise programme staff jointly with others in the area of speciality.
The Programme Analyst on Youth provides professional support to ensure that the CO is firmly placed in the context of: the ICPD Programme of Action; UNFPA Strategic Plan, national development processes; the global development agenda; the achievement of the MDGs; and, the process of UN reform.
The primary roles of the Programme Analyst on Youth are:

Cluster approach for youth and maternal health
The responsibilities of the Programme Analyst on Youth include assisting the Representative in the provision of sub-offices’ support needs; mainly by ensuring the implementation of programme strategies and providing management support. These include reviewing programming documents such as UNSAS, progress reports, annual office reports and work plans; ensuring quality and compliance with procedures and requirements; participating in in-house reviews and debriefings; and providing day-to-day support to the sub-offices and regional office management needs, as required. In addition, the analyst contributes to building strategic partnerships and resource mobilization.
Major Activities/Expected Results
Programme Development and Implementation
Assist the office in backstopping sub-offices, provide assistance and support in programming and operations;
monitor and follow-up on all activities within the area of thematic responsibility mainly youth related issues.
Finalize queries and questionnaires, and summarize reports related to the country office in the area of Youth;
Prepare background papers/briefing documents at the request of the Representative on ASRH; conduct research on organizational thematic areas, areas of technical expertise, and other issues as requested;
Analyze and appraise incoming documents; draft statements, talking points, correspondence, and briefing notes on the programme and operational issues related to the thematic responsibility (Youth).
Review documents to ensure quality and relevance of subject and themes; coordinate preparation of inputs to the annual and other reports; Liaise with sub-offices of UNFPA and UN sister agencies to obtain relevant information and provide feedback and advice to the Representative; Assist in the preparation of regional events within the area of Youth; Monitor the financial and substantive aspects of the CO related to youth, identify operational and financial problems, and develop solutions;
Provide clarifications to the country offices on application of technical guidelines; and
Draft CO proposals and project reports, contribute to their review, collate and provide feedback. Participate and represent UNFPA in all UN Youth for and work for UNFPA leadership.
Perform any other tasks assigned by the Representative.
Knowledge Management
Serve as Focal Point for the thematic area of responsibility (Youth), sharing knowledge and information and liaising with RO/sub-offices to assist in the development of programme interventions in the thematic area;
Assist in coordination and maintain close communication with all organizational units on issues and activities related to the particular thematic area of Youth, including organization of trainings; Provide quality advisory services through research on policy-driven issues; synthesis of best practices and lessons learned; and support to policy and programme development in collaboration with Governments, UN and other strategic partners.
Help Somalia CO document knowledge, good practices and lessons learned.
Partnership and Resource Mobilization
Assist in development and maintenance of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society based on strategic goals of UNFPA, country needs and donors’ priorities; and
Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for initiation of new projects, and actively contribute to the overall office effort in resource mobilization.
Work relations
External partners include staff of sister UN agencies, both at the country level, implementing partners at the country level, Governments and donors to exchange information.
Internal partners include Regional and sub-Regional programme and technical staff; UNFPA country office programme and technical staff; Programme and Technical Divisions; and the UNFPA technical network, in ensuring integrated programme and technical support to the sub-offices.
In all activities, s/he fosters collaboration within the RO, particularly with the team providing Youth support, integrated programme and technical support; as well as with programme and technical staff in ASRO; Programme Division, including Humanitarian Response Branch, Knowledge Management and the Regional Desk; other HQ Divisions; and key stakeholders (Governments and donors) ensuring the timeliness, adequacy, relevance and quality of programming support to the CO.
Job Requirements
Education:
Post-graduate University Degree or equivalent in public health, medicine, sociology, demography, economics, international relations, international development, public administration, management or other related field.
Knowledge and Experience:
Two years of increasingly responsible professional experience in work related to international development.
Substantive knowledge and practical experience in population, reproductive and sexual health programming.
Have a sound knowledge of the social and cultural realities of the region.
Have strong research and analytical skills.
Field experience is an asset.
Familiarity with UN procedures and working methods, particularly with UNFPA’s agenda, policies and procedures, is highly desirable.
Languages:
Fluency in English is required and Somali is an asset.
Other Desirable Skills: Initiative, strong conceptual and analytical abilities, sound judgment, strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations
