PROGRAM MANAGER (PK/PMNRM/2011)
Department: Natural Resources Management
Location: Nairobi, Dagorreti Corner
Job Description:
Job Purpose
Reporting to the Head of Programs ENRM, the NSA/NRM Program Manager will be based in Nairobi and will primarily provide
management and oversight to the overall implementation of the program activities and its grant components. S/He will supervise the
staff under the facility, work closely with the Capacity Development and Grants Managers and design Calls for Proposals (CfPs) for
programmatic and activity oriented grant awards. S/He will participate in the review and selection of concepts and proposals from
applicant organisations. Overall, S/He will provide a coordination role for all the components of the Programme, and contribute to
leveraging funding to enhance achievement of Pact Kenya’s organizational mission, vision and strategic objectives.
MAIN ROLES AND RESPONSIBILITIES
Specifically, the NSA-NRM Programme Manager will:
• Contribute to the development and continuous review of the overall strategy for the NSA-NRM Advocacy and Capacity
Development approach to strengthening NSAs in the Environment and NRM sector.
• Provide technical leadership in the design and implementation of NSA-NRM programme grants and studies nationally.
• Guide partners in developing projects that are aligned to the NSA-NRM Programme goals and results.
• Coordinate technical support for partners to develop and implement sound NRM advocacy for ENRM sector.
• Facilitate linkages between partners, private sector and GoK offices for effective advocacy and service delivery.
• Provide leadership, in liaison with MERL department and partners to develop project performance indicators for tracking
performance of advocacy projects and service delivery and to guide program management in decision-making.
• In liaison with Capacity Development Manager, develop tools and methods for capacity development of the partners.
• Track the overall performance of the team supporting the NSA-NRM programme, through coordinating preparation of
quarterly activity plans and monthly & quarterly performance reviews.
• Participate in NSA-NRM team meetings, both internally and with SIDA.
• Take responsibility for all assets assigned to the projects, and those assigned to specific activities from time to time.
• Take responsibilities for all assets and equipments assigned by Pact Kenya to facilitate discharge of the functions of the NSANRM
Program Manager.
• Supervise Programme Officers under the NSA-NRM program, to ensure efficiency and effectiveness in programme delivery.
Financial Management
• Ensure the programmes follow and fulfill Pact Kenya’s and SIDA’s financial management systems, processes and controls and
that they are compliant with good operating standards.
• Responsible for budget preparation and implementation in accordance with the annual work plans for each grantee.

• In liaison with the grants Manager and Finance Manager, prepare annual and quarterly budget forecasts for all
programs/projects under the NSA - NRM facility.
• In consultation with the Finance and/or Grants Section, actively engage in budget tracking for all NSA-NRM grantees.
• Promote values among staff that are congruent with Pact Kenya’s values.
Human Resource Management
• Provide leadership in needs identification, selection and participate in recruitment of staff in his/her programme.
• Define performance standards for the team members.
• Coordinate the staff / team under his/her Programme for efficient and effective delivery of the project goals.
• Ensure all NSA-NRM staff members are appraised regularly and staff development plans are implemented.
• Promote continuous learning among members of staff in the programme.
• Supervise designated program officers under the PM within the programme.
• Manage staff to deliver on the programme’s objectives and the objectives of Pact Kenya.
• Ensure the program component is well resourced and all staff have good work - life balance.
• Motivate staff to work as teams and focus on programme’s strategic priorities.
• Promote gender equity in his/her programme components.
Monitoring, Evaluation and Knowledge Sharing
• Participate in setting programme performance targets in line with overall strategic goal of the programme.
• Overall responsible for tracking progress in achieving results, outcomes and impacts and updating of the PMP.
• In liaison with the MERL office, adequately analyze the Advocacy and Capacity development data and submit draft report
(analysis) and raw data to Pact Kenya Head of Program Development.
• Participate actively documentation of “success stories” and other anecdotal information to enhance the overall quality of
performance reports to the donors.
• Participate in quarterly and other scheduled program performance review meetings.
• Share information and lessons learnt with other program staff.
Representation and networking
• Represent Pact Kenya in SIDA and other partners and sector level meetings.
• Establish and maintain regular contact with partner organizations, and to liaise and co-ordinate with the appropriate
government bodies whenever appropriate to ensure successful programme progress.
• Negotiate collaboration with partner institutions and government departments in support of Pact Kenya and the programme
activities subject to approval from the supervisor.
• Liaise and maintain contacts with government agencies (water, Agriculture, Lands and environment ministries), civil societies
in the Environment sector and private sector collaborators.
• Represent the programme and Pact Kenya at meetings.
Contribution to strategic planning
• Work with other Pact Kenya staff to identify and develop, where appropriate, new project ideas and strategic opportunities
that contribute to furtherance of the NRM programming.
• Participate in project planning and review meetings, and program co-ordination meetings for Pact Kenya.
• Contribute to the formulation and review of Pact Kenya program strategy and business planning processes.
• Provide support to the Supervisor, the CEO and other Departmental Heads as requested.
Preferred Skills:
The minimum required academic and professional skills for the jobholder to perform successfully in this position are;
• Masters’ degree in natural resources management, Developmental studies, social sciences or a related field.
• Post graduate qualifications in related fields including international development, development studies, project management,
public administration, environment and natural resources, gender and development, project design, leadership and
management; organizational development, monitoring and evaluation, strategic planning.
• Minimum of 7 years professional experience in programme management, community development, NRM and conservation,
Policy advocacy or Capacity building in the civil Society sector.
• Demonstrated hands on skills in programme management; working in the Civil Society; advocacy, policy and or Capacity
building; community development; business skills, sub-sector analysis, feasibility studies, training needs assessment, research
and training experience.
• Excellent command of written and spoken English and fluency in Kiswahili.
• Demonstrated ability in working across sectoral settings and broad programme areas.
• Excellent computer and typing skills. PC-based computer literacy especially with MS Windows, Word, Excel is preferred with
practical experience in the use of electronic communications including e-mail and internet, etc
• Strong analytical and report writing skills.
• Willingness to travel extensively in rural areas, work extended periods in the field and interact effectively with rural
communities.
• Ability to work with minimum supervision.
• Demonstrated ability as a team player and willingness to work in a multi – sectoral team setting.
