Job Description:
Reporting to the Head of Capacity Development, the Capacity Development Manager will primarily be responsible for providing
strategic leadership in Capacity Development of partners that Pact Kenya works with.
These may include but not limited to regional and national civil society organizations, grassroots community groups, cooperative
societies, networks and coalitions, and professional associations.
Duties and responsibilities;
Specifically, the Capacity Development Manager will be responsible for but not limited to:
Overall leadership in Capacity Development
• Working in liaison with Head of Capacity Development and other senior Capacity Development staff, develop and implement
Pact Kenya’s capacity develop strategy.
• Check and control the quality of Capacity Development services for the program(s)
• Supervise and mentor Capacity Development officers in providing capacity building services
• Coordinate with other programs and departments to ensure efficiency and effectiveness in providing Capacity Development
services
• Networking with other Capacity Development practitioners for purposes of sharing knowledge and lessons
Design of Capacity Development Tools and Methodologies
On the basis of Pact Kenya’s Capacity Development approach, design tools and methodologies for delivery of Capacity Development
services. The tools include but not limited to assessment tools, training modules and manuals, coaching and mentoring support
techniques.
Encourage innovation among Capacity Development staff in the development and adapting of tools and methodologies.
Organizational Capacity Assessments and Action Plans
• Ensure targeted partners understand Pact Kenya’s Capacity Development approach, are ready and prepared to work and
engage with Pact Kenya staff in the process
• Provide leadership and support to Capacity Development staff in conducting organizational capacity assessments (OCAs) of
partners to identify capacity building needs and develop capacity building action plans
• Review and ascertain the quality of organizational capacity assessment reports and capacity building plans
• Ensure timely implementation of follow up OCAs and updating of the CB action plans
• Ensure the highest professional level and standards are followed in completion of the OCAs
Capacity development Interventions
• Provide leadership and support to Capacity Development staff in developing and implementing capacity building
interventions including (trainings, mentoring, coaching, peer learning and referral)
• Monitor progress in implementing action plans
• Review and ascertain the quality of capacity development interventions implemented by staff
• Arrange for consultants to support staff capacity development efforts by staff
• Ensure the highest professional levels and standards are followed in providing capacity development support
Monitoring, Evaluation, Reporting and Learning
• Provide leadership and support to Capacity Development staff in writing and filling reports
• Check and ensure quality of reports generated
• Prepare and share reports with other teams, management and donors as may be required
• Together with the MERL team, develop indicators and protocols for monitoring progress and reporting capacity development
progress
• Take leadership in reporting Capacity Development progress
• Arrange for regular meetings to step back and reflect on progress and results in order to identify and mitigate challenges and
learn lessons
• Working with other managers and departments to develop annual performance reports for the programs
Capacity Development support to Capacity Development Staff
• Take responsibility in supervising all Capacity Development officers under your guidance
• Take responsibility in completion of appraisal for all Capacity Development staff working under your guidance
• Liaise with the human resources department in ensuring all capacity development needs critical to improved performance of
Capacity Development staff are addressed
• Develop mechanisms for reward and motivation of staff working under your guidance
• Develop an appropriate mechanism for internal skills transfer and synergistic support among staff
Budget Planning and Monitoring
• Working collaboratively with the Head of Capacity Building and the Finance Manager, plan, monitor and report on use of the
capacity development budget
New Business Development
• Working collaboratively with the New Business Development Manager and other staff assigned this role develop proposals
and concepts for soliciting capacity development grants
• Working with the New Business Development Manager, identify and develop opportunities for providing capacity
development consultancy
Preferred Skills:
The minimum required academic and professional skills for the jobholder to perform successfully in their job are:
• Masters degree in relevant development field
• Minimum 6 years experience in successful capacity building of CSOs in Kenya
• Demonstrated experience in development and refinement of assessment tools and training materials
• Excellent organizational and coordination skills
• Excellent facilitation and process planning skills
• Must be result-oriented
• Good interpersonal and communication skills
• Good analytical skills
• Ability to work under strict deadlines: high caliber time management competency
• Must be culturally sensitive
• Willingness to travel frequently
• Fluent spoken and written English and Kiswahili
• A strong interest and passion for capacity development
