The Constituencies Development Fund Board is a body Corporate established under the Constituencies Development Fund Act 2013.
Its main mandate is to ensure timely and efficient disbursement of Funds to constituencies and ensure efficient and effective management of the Fund.
The board seeks to recruit qualified, experienced, dynamic and highly motivated candidates to fill the following positions:-

Job Profile
The Chief Manager Financial Services will be responsible to the Chief Executive Officer for the following duties:-
- Formulates and regularly reviews financial policies and procedures;
- Provides professional advice on financial matters to the Board and Management;
- Prepare financial budget for the department and the consolidated budget for the CDF Board;
- Develops and regularly reviews the internal control systems for efficient management of the Organization’s finances;
- Timely issuance of Authority to Incur Expenditure (AIE) to various spending points particularly to constituencies and ensuring that AIEs are consistent with quarterly ceilings;
- Ensures communication of approved annual estimates to various constituencies and ensuring that there is timely adjustment of work plans commensurate with the resources voted in the Budget;
- Identifies training needs and facilitates implementation of training programmes of the department;
- Coordinates the Organization’s payment processes and ensure that they are within the approved financial guidelines; and
- Any other duties that may be assigned from time to time by the Chief Executive Officer and the Board.
Qualifications and Competences
To qualify for appointment to this position, applicants must satisfy the following requirement:-
- Be a Kenyan Citizen;
- Holder of Masters of Business Administration or its equivalent;
- Certified Public Accountant (K) or its equivalent;
- Be a registered member of the Institute of Certified Public Accountants;
- Competency in computerized accounting;
- 7 years in a senior financial position;
- Satisfy the requirement of Chapter 6 of the Constitution of Kenya 2010 on leadership and Integrity;
- Have excellent communication skills;
- Analytical skills;
- Ability to develop others and build coherent effective teams;
- Good decision-making skills;
- Ability to work under strict deadlines; and
- Self-motivated/personal drive.

The Senior Procurement Manager will be responsible to the Chief Executive Officer for the following duties:-
- Prepares consolidated procurement and disposal plans;
- Prepares, publishes and distributes procurement and disposal opportunities, including invitations to tender, prequalification, and expression of interest;
- Coordinates the receiving and opening of tender/quotation documents;
- Maintains and safeguards standing list of suppliers;
- Maintains and safeguards procurement and disposal documents;
- Coordinates evaluation of tenders, quotations and proposals;
- Recommends appointments of members to various procurement committees;
- Prepares notice of awards or tender acceptances;
- Prepares and issues rejection and debriefing letters;
- Implements the decisions of various Procurement, Tender and Disposal Committees;
- Provides secretarial services to the Tender and Disposal Committees;
- Certifies the invoices and vouchers for payment of the suppliers;
- Prepares and submits reports to the Procurement Oversight Authority;
- Carries out periodic market surveys to inform placing of orders or adjudication by the relevant tender award committees;
- Coordinates inspection and acceptance of goods, works and services upon delivery or completion;
- Prepares and controls departmental annual budget; and
- Identifies training needs and facilitates implementation of training programmes of the department.
Qualifications and Competencies
- Be a Kenyan citizen;
- Holder of Bachelors Degree in Business related field;
- Diploma in Purchasing and Supplies management;
- 5 years in a senior position in the supply chain management;
- Satisfy the requirement of Chapter 6 of the Constitution of Kenya 2010 on leadership and Integrity;
- Have excellent communication and Interpersonal skills;
- Ability to work under extreme pressure;
- Ability to work under strict deadlines; and
- Self-motivated/personal drive.
Terms and Conditions of Service
A competitive salary package will be offered to successful candidates on a three year contract renewable subject to performance.
