General Description of the Role
The Logistics Coordinator guarantees the technical and logistics support to the field, the pertinence and coherence of logistics programmes and the adequacy of the means provided.
Whilst generally based in the capital, he is above all a field oriented officer, trying to spend at least 50% of his/her (hereafter referred to as “his”) time in the field, training and managing the field Logistic Officers and checking on the application of policies and use of the most appropriate logistic techniques, tools and equipment to cover operations needs.
Key Duties
Team management : Manages the logistic team: animation (conflict resolution, individual follow-up). This can be managed in conjunction with other coordination team members (GenCo & AdminCo).
Construction / rehabilitation management : Supervise the tender process to be launched for the Dadaab project, in liaison with the HQ’s in France and the team in the Field.
Fleet management : Supervise implementation and follow-up of existing fleet management procedures and policies, ensure overall management of the fleet including needs in terms of vehicles
Supply chain management : Take overall responsibility and supervision regarding to the implementation and the respect of supply procedures and policies, determine the adequate purchasing procedure regarding amount, donor guidelines, specific technical constraints, and specific HQ policies.
Assets and infrastructures management: ensure the management of Equipment Statement process
Freights management : Follows with HQ the issues of international purchases and freights (transport documents), launch and follow-up the process of administrative clearance with the authorities
Security : Define, implement and supervise the logistic aspects of the security pack, ensure new staff’s security briefing, train the team members on communication equipment uses and procedures
Candidate Profile:
Strong experience in an international NGO in the field of logistics and security management
Knowledge of tender processes and logistics procedures with MDM
Training and/or significant experience in construction, electricity, management of vehicles, computers, communication material, supplies, stocks…
Strong experience in security management
Fluency in English and French mandatory for the reporting to Donors and HQ’s.
Computer literacy (MS Office and Data management)
