Position: Human Resources Officer Responsible to: - Administration Coordinator

living conditions and promoting respect for their dignity and their fundamental rights.
JOB CONTEXT
All camps exist since 1992, put in place to respond to the onset of the civil war in Somalia. They are planned to
host 80.000 persons and are by exceeding its capacities. Mid of July statistics of UNHCR cite the staggering
number of 380.000 refugees. In the last 6 months, 80.000 new arrivals were received in the camps. Only the
last two months saw 60.000 persons arriving feeling the drought and civil war, settling where they would find a
place to put up their make shift shelters.
The rehabilitation project in Dadaab aims to provide and secure tangible and measurable improvement of
independency in activities of daily living and quality of life of refugees living with physical impairment or
disability.
THE POSITION
Under the line management of the Administration Coordinator and in link with Administration team in Dadaab, the
HR officer is in charge of implementing and following up all Human Resources procedures, contracting HI
employees, following up recruitments, HR management and trainings, payroll, registration, medical insurance,
taxes.
According to the position, the Field HR officer must keep all the data confidential, and share it only with the
accurate persons. Should the employee not comply with these rules, he will be charged for serious professional
misconduct.
RESPONSIBILITIES AND TASKS DESCRIPTION
1. Recruitment process
• Centralize all HR requests and ensure that they are validated by the right persons
• Ensure that the right departments (Admin, project...) are aware of their role in any recruitment
2. Contracts
a) HI staff
• Ensure that any new staffs are providing the required documents to HI prior to go in the field (info sheet,
resume, ID...)
• Draft the contracts to the Administrator
• Ensure that any new employees are aware of their right and duties towards HI: Lead briefings to project teams in
order to describe how human resources are working in HI admin department
• Update the HR database and ensure that no documents are missing
• Prepare end of account statement and contract termination letters
• Run monthly payroll using specific software
• Prepare and process to all taxes payment
3. HR management
a) Amendment of contracts
• Follow up ending contracts for staffs according to the HR database: prepare a monthly recap of all ending
contracts and send it to the Administration Coordinator
• Ensure that all the required documents are provided for amendments (extension requests...)
b) Expatriate files
• Ensure that each new expatriate arriving in Nairobi will get his / her:
o Security envelope
o Official authorisation to go in the field
o Badge
• Prepare a personal folder for each:
4. Administrative follow up of HR
a) Attendance sheets and leaves
• Implement and follow up attendance sheets: Dissemination to the team
b) Health insurance & pension
• Ensure that any HI employee have an insurance / pension file updated
c) Organization of movements and travels
• Centralize all the travel requests for national staff; ensure that the travel form is properly filled and signed by the
accurate persons
5. Field follow up of HR
• Ensure the delivery of payments, pay slips, contracts and any HR documents to the field team (administration
assistant)
• Ensure the signature of contracts and deliver payments to the daily workers
• Ensure the liaison between administration and field team concerning human resources (requests from field teams,
spreading messages…)
REQUIRED PROFILE
Education
• MBA in Human Resources
• Other Human Resources related diploma
Languages
• English
• Swahili / Somali would be an asset
Experience
• At least 3 years as an human resources officer
• NGO experience an asset

Skills
• Very good practice of Excel and Word
