Background

The worst drought in 60 years in the Horn of Africa region has sparked a severe food crisis and high malnutrition rates. An estimated 2.85m people require emergency humanitarian assistance. According to the World Meteorological Society, this is the worst such event in a century.    ICRC reports that malnutrition rates among children under five in central and southern Somalia now stand as the world’s highest. The food security situation in Somalia has been described as one of most severe food security emergencies in the world today with an estimated 2.85 million people in need of emergency aid. The food and nutrition emergency particularly in the south-central region of Somalia resulted from a combination of prolonged and repeated drought, crop-failure, depletion of food stocks, trade restrictions and disruption of the food distribution network by armed groups. Global Acute Malnutrition (GAM) rates remain critically well above the WHO emergency threshold with 30% GAM reported in Gedo, Juba and Middle Shabelle (June 2011). The current humanitarian response is inadequate to prevent further deterioration. CARE Somalia was a major provider of humanitarian assistance in south –central Somalia, before expulsion by Al-shabaab. There is currently limited basic services support for IDPs inside the country by INGOs and UN agencies.
Purpose
To Support in writing project proposals on a timely manner for submission to CI and donors.

Responsibilities and Tasks
1. Situation Awareness
Familiarize yourself with existing CARE programming in the country and/or region to inform opening sections of letters of intent, concept papers and proposals.
Gather and analysis  information related to the humanitarian  situation in the country to support the technical content of concept papers and proposals
2. Donor and Sector Awareness
Be familiar with the requirements and formats of different donors with respect to sectors, priorities, guidelines and what budget lines are fundable and what are not.
Know the time frame and submission deadlines for the relevant donors.
Identify strategies for multiple funding of the emergency response strategy
Identify new sources of funding via list serves, internet searches, and networking.
Represent CARE  to potential donors at forums and events

Prepare and arrange for bank withdrawals and transfers, and present them to FAM/FC for verification
Carry out all payments previously validated by Management
Check the quality of all invoices and receipts (date, name, item, quantity, price, total…)

Job Profile:

Under guidance and supervision of the Shelter Project Manager, the Surveyor will help to set up, supervise and monitor progress and quality of assigned shelter project activities in line with GOAL goals and objectives and ensure compliance to GOAL procedures. The Surveyor will take full responsibility of technical-related aspects of assigned activities in the Shelter Project in North Eastern.

Position holder will be based in Daadab and will work in close collaboration with the all GOAL project teams, and community groups to carry out technical and practical Refugee Camp related surveying activities. He or she may also be required to contribute to development of GOAL project proposals and review GOAL project proposals documents.

Duties/Responsibilities

Project quality and management
Support the setup of the emergency shelter project.
Demarcation of boundaries  of blocks, plots, roads, pathways using surveying and measurement applications such as high precision GPS, total stations, theodolites, levels, GIS, software etc.
Advising GOAL on surveying requirements in relation to the shelter project at the various field sites, by providing technical assistance to meet the required standards.
Ensuring that project deadlines and high quality standards are met.
Build the capacity of field staff involved in the shelter project through training, guidance and orientation.
Developing survey maps as may be required
Ensure that all survey and plotting plans are in line with UNHCR guidelines and sphere standards develop implementation plans and to ensure these plans and GOAL policies are used in the project implementation.
Ensure programme monitoring systems are adhered to, and timely preparation and submission of programme status reports as may be required by the Shelter Project Manager.
Work with relevant emergency project staff (GOAL and other Agency) to ensure systems are in place at field level that will ensure timely completion of surveying maintaining a buffer for the following activities of ground clearance and tent erection.
Support documentation and sharing lessons learned/best practices for emergency interventions.

as Wajir and Fafi (districts surrounding Dadaab) to the outskirts of Dadaab camps in search of
cheaper access to market products in the camps, water facilities and food. Dadaab host community
has a population of about 148,000 people of whom 60% are in settlements and 40% are mobile
pastoralists not permanently settled in any village.1 The influx of refugees in this world’s largest
refugee camp has adversely affected the host communities, leading to decline in biodiversity, a
shortage of food and an increase in human and livestock health problems, rural-urban migration and
dependency on external support.
The overstretched, limited resources available to the large refugee population are further infringing
to the refugee host communities who are predominantly pastoralists, whom main source of
livelihoods is livestock. The pastoralist host communities are obliged to share their already limited
resources with the incoming refugees. In such cases of massive refugee influx, the host community
more often than not go neglected as the humanitarian response abundantly focuses on the refugee
community, this in turn creating an extremely vulnerable local group as they desperately search for
alternative means to cater for their basic rights.
Given this situation, IOM is responding to the drought effects by improving the livelihood systems of
the pastoralist host communities of Dadaab district. IOM is seeking the services of a consultant to
conduct specialised mapping of human and livestock migration patterns within the district hosting
the Dadaab refugee complex.

Overall Responsibility:
Lead the operations of the product and business development of the livestock

• Responsible for several producers and/or accounts and is the primary point of
contact for that livestock producer and/or agency
